About the Role
The Senior Counsel/Assistant General Counsel – FERC will lead all aspects of AEP’s practice before the Federal Energy Regulatory Commission (FERC), including rate, policy, transactional and compliance matters, with an emphasis on transmission policy and RTO matters.
Responsibilities
- Lead all aspects of AEP’s practice before the Federal Energy Regulatory Commission (FERC), including rate, policy, transactional and compliance matters.
- Draft, review, prepare, analyze, file, and present comments, briefs, testimony, legal opinions, and other documentation for regulatory proceedings.
- Coordinate with and provide legal advice to company management on federal energy regulatory matters, including transmission, NERC, and regional transmission organization (RTO) policy.
- Represent the company in RTO stakeholder matters in PJM, SPP, and MISO.
- Provide guidance on transmission-related policy matters and legal work for competitive generation projects and bidding.
- Support federal energy regulatory activities by rendering legal advice to company representatives.
- Support company regulatory, legal, finance, operations, and other departments in responding to questions regarding interconnection, transmission, generation, FERC rate, and other regulatory matters.
- Advise on regulatory matters under the jurisdiction of the FERC, with primary emphasis on the Federal Power Act, Department of Energy Organization Act, and State regulatory matters affecting or affected by the jurisdiction of the FERC.
- Coordinate efforts with other internal teams to propose appropriate risk management, identify critical risk issues, and make recommendations regarding federal energy regulatory matters.
- Provide legal assessments, interpretations, recommendations, and representation on a wide range of legal issues involving federal energy regulatory statutes, regulations, other legal authority, and corporate policies.
Requirements
- Active license to practice law in the state in which the position is located.
- Understanding of legal and regulatory issues relating to electric utilities.
- Understanding of federal energy regulation of Transmission and RTOs, including experience representing or working closely with Transmission Owners.
- Ability to manage FERC regulatory proceedings, tariff filings, and rulemakings.
- Experience preparing briefs, motions, case evaluation summaries, and other required documents.
- Experience helping prepare witnesses for testimony.
- Experience conducting hearings in federal and/or administrative courts.
- Experience preparing filings before FERC and/or state public utility commissions and other government bodies related to corporate matters.
- Excellent advocacy, negotiation, and written communication skills.
- Ability to promote teamwork and build relationships within legal and business unit teams.
- Ability to relate to many different constituencies in a positive, proactive manner.
- Problem solver with good conflict resolution skills.
- Ability to take initiative and work independently of direct supervision.

Experience Level
