About the Role
Lead complex development and enforcement cases in a unique urban landscape, shaping balanced outcomes for communities. Applicants can specify interest in Development Management, Planning Enforcement, or both.
Responsibilities
- Lead on complex planning applications and major projects from pre-application to determination.
- Evaluate development proposals and conduct site visits.
- Negotiate complex schemes and secure financial contributions.
- Manage complex enforcement investigations and assess breaches of planning control.
- Instruct planning solicitors for enforcement actions or legal prosecutions.
- Provide supervision, instruction, and technical mentoring to senior and planning officers.
- Review recommendations and exercise delegated powers.
- Ensure high standards of quality and accuracy in report drafting.
- Represent the Development Management service at planning committees.
- Draft, check, and present reports for planning committees.
- Prepare appeal statements and act as the Council’s expert representative at public inquiries, hearings, and in court.
- Engage with applicants and agents.
- Guide statutory bodies.
- Respond to councillor and resident enquiries.
- Deputise for the Team Leader during their absence.
Requirements
- Hold a degree in town planning or an equivalent professional qualification.
- Be eligible for full membership of the Royal Town Planning Institute (RTPI).
- Possess significant planning experience, with a substantial portion handling major and complex applications in development management or planning enforcement.
- Have excellent working knowledge of current planning legislation, national policy, and formal appeal procedures.
- Demonstrate practical experience supervising, mentoring, or leading other planning professionals.
- Exhibit a methodical, structured, and thorough approach to detailed work.
- Ability to prioritize and manage a heavy workload under tight deadlines without impacting quality.
- Exceptional interpersonal skills and communication capabilities.
- Ability to construct concise, persuasive arguments in written reports and formal presentations.
- Collaborative professional capable of building mutual confidence.
- Utilize coaching and mentoring to build capacity in others.
- Employ strong negotiation or conflict resolution skills.
- Demonstrate an understanding of historic buildings and conservation areas.
