About the Role

CAMH is seeking a Contract Manager to provide leadership and strategic oversight in contract management, focusing on improving service quality, efficiency, effectiveness, compliance, and value to support patient care. This role involves managing key contracts and service providers, ensuring contractual obligations are met, and collaborating with stakeholders to manage the contract lifecycle and resolve issues.

Responsibilities

  • Implement and continuously improve best-practice tools, processes, and methodologies.
  • Build and maintain effective relationships with a diverse range of internal and external stakeholders, fostering collaboration and partnerships.
  • Support with the oversight and management of external consulting service contracts and agreements, including the review and approval of fee proposals, deliverables, and invoices.
  • Maintain portfolio documentation, reporting, and performance metrics to support effective oversight and decision-making.
  • Support in the preparation of briefing materials, presentations, and reports for CAMH Executive Leadership and Board of Trustees committees.
  • Support the identification and assessment and of portfolio risks; develop and implement mitigation strategies and escalate issues as appropriate.
  • Support with the development of annual operating and capital budget submissions.
  • Lead or support the development, issuance, and evaluation of procurement documents, including Requests for Qualifications (RFQs) and Requests for Proposals (RFPs).
  • Support the preparation and submission of materials required by the Ministry of Health and other government stakeholders.
  • Lead or contribute to additional initiatives and activities as required to support the objectives of the Redevelopment & Support Services portfolio.
  • Foster team growth and effectiveness through recruitment, resource planning, coaching and mentoring, performance management, and the identification of learning and development opportunities for staff.

Requirements

  • A degree or diploma from a University or College program in a business or technical field required.
  • Facilities specific degree or certification preferred.
  • Demonstrated commitment to ongoing professional development through industry related courses, designations and other industry involvement.
  • Project Management Professional designation preferred
  • Proficiency in AutoCAD, Revit, MS Project preferred
  • Minimum of 6 years of progressive experience in facilities/ operations management within complex environments, including minimum 3-4 years of leadership experience overseeing facilities related operational contracts.
  • Familiarity with CMMS and BAS systems, as well as design and construction methods.
  • Well-developed skills in strategic planning, budgeting and resources allocation.
  • Experience in project management (managing cost, scope, schedule, quality, risk, etc.)
  • Experience with procurement and contract management, including public sector procurement.
  • Experience and familiarity in healthcare facilities, knowledge of hospital operations, and awareness of patient and staff safety requirements.
  • Excellent written and verbal communication skills.
  • Demonstrated computer skills (MS Office suite, scheduling software, energy management software).
  • Strong understanding and working knowledge of: Facility operations, Building systems, Asset management principles, Life cycle and maintenance principles, Energy management, Building services, Relevant codes, standards and regulations in institutional buildings.

  • Strong stakeholder engagement and consultation skills, with the ability to gather and clarify business requirements, establish clear contractual expectations, facilitate discussions, build consensus, and effectively navigate competing priorities and interests.
  • Demonstrated ability to interpret and communicate contractual requirements, translating complex contract terms, service levels, performance expectations, and obligations into clear and actionable requirements for internal teams and external service providers.
  • Highly developed contract and relationship management skills, with the ability to establish effective communication protocols, monitor commitments and deliverables, facilitate performance discussions, and maintain productive relationships throughout the contract lifecycle.
  • Proven ability to manage multiple contracts, priorities, issues, and competing deadlines while maintaining a high standard of quality, accuracy, responsiveness, documentation, and follow-through.
  • Skilled in influencing, negotiating, and resolving conflicts in complex and sometimes contentious environments. Demonstrates diplomacy, professionalism, discretion, and sound judgment when addressing contractual disputes, performance concerns, scope changes, commercial issues, and competing stakeholder interests.
  • Strong facilitation and consensus-building skills, with the ability to lead meetings, negotiations, contract reviews, and issue-resolution discussions that result in clear decisions, accountabilities, and mutually understood next steps.
