About the Role
This is an early-career role serving as the project compliance expert on government-funded construction projects, with potential for upward mobility within the Project Controls and Compliance department.
Responsibilities
- Protect the organization and trade partners by enforcing compliance with prevailing wage laws, union, and PLA requirements.
- Generate, certify, and submit Certified Payroll Reports (CPRs) for craft employees and subcontractors timely and accurately.
- Manage collection and review of all prevailing wage related documents for Clark and trade partners.
- Perform cross-checks of payroll submissions against project documents to ensure proper wage payment.
- Collaborate with project team and corporate leadership on process improvements and issue resolution for project compliance.
- Assist with complex prevailing wage issues and investigations with third parties.
- Maintain confidentiality and compliance with access to sensitive information.
- Create economic opportunity by ensuring compliance with worker utilization and small business subcontracting goals.
- Resolve internal audit report findings.
- Manage project start-up and close-out for compliance.
- Perform other compliance-related duties as required.
- Travel to one or more local project sites.
Requirements
- Bachelor’s degree (or equivalent) preferred, or similar relevant work experience.
- Highly motivated individual with strong organizational and time management skills.
- Careful attention to detail and reliability of output.
- Ability to learn quickly and work under pressure in a fast-paced team environment.
- Excellent oral and written communication skills.
- Familiarity with federal and state contracting, labor regulations, and FAR regulations is a plus.

- Bilingual with Spanish language preferred.
- Ability to perform the physical requirements of the role, including frequent standing, navigating job sites, bending, kneeling, reaching, and lifting/carrying materials up to 25 pounds, occasionally up to 50 pounds.
- Visual acuity for reading plans and inspecting work.
- Ability to adapt to various weather conditions, moderate to loud noise levels, elevated or confined work areas, and moving mechanical equipment.
- Flexibility to work extended hours, especially during critical project phases or client deadlines.
- Responsiveness to communications (phone calls, emails, text messages) as required.
- Commitment to following safety policies and procedures.
- Must pass a pre-employment drug screening and be subject to random quarterly drug tests.
