About the Role
The Federal Bid Manager holds a senior strategic role that integrates skills in business development, joint ventures, project management, and strategic thinking with regulatory expertise, essential for the Company's growth and success in the Federal Market Sector. This role ensures all proposals adhere to the Company’s Federal Proposal Standards, safeguarding financial interests and reputation.
Responsibilities
- Manages Federal project pursuits in collaboration with proposal manager, lead estimator, business development manager, and Federal Preconstruction Director.
- Collaborates with the Business Development team to identify opportunities, recommends partnerships for Company pursuit, and coordinates partnership teams for proposal submissions within budget and timelines.
- Develops and manages pursuit timelines and deliverables, attending schedule and proposal meetings to ensure all necessary data and documentation are included in submissions.
- Reviews design schedules and construction plans to identify cost-saving opportunities within contract specifications by adjusting quantities, estimating materials, or proposing alternative construction methods.
- Works with design managers to develop optimal technical solutions.
- Develops project-specific client management strategies, managing client expectations and communication based on contract specifications and owner needs.
- Collaborates with engineers and estimators to develop the budget and secure the final bid price for the pursuit.
- Supports the project hand-off between bid and construction teams to ensure proper execution of construction plans and client expectations.
- Supports the project management team with client relations during the initial phases of project construction, as needed.
Requirements
- 10+ years of Federal construction industry experience related to project pursuits (e.g., DOD, NAVFAC, USACE, AFICC), including estimating, project management, or business development.
- Deep understanding of Federal Acquisition Regulations (FAR) and RFP processes.
- Understanding of constructability.
- Ability to identify and interpret risk strategies.
- Demonstrated leadership, communication, conflict resolution, and interpersonal skills.
- Demonstrated experience leading partnering and teaming agreements.
- Understanding of cost estimating practices, development, and implementation.
- Strong communication and organizational skills.
