About the Role

Supervises the administration of benefit eligibility and COBRA continuation coverage for 32BJ SEIU members, ensuring compliance with regulations, leading staff, and monitoring daily activities for eligibility determinations.

Responsibilities

  • Establish clear, measurable service quality goals and benchmarks for the Department of Eligibility (DOE), COBRA administration, and related government agency interactions.
  • Ensure compliance with federal COBRA regulations, timelines, election tracking, reporting, reconciliation, enrollments, billing, and payments.
  • Provide supervisory activities including monitoring systems, ensuring workflow procedures are followed or changed, counseling, coaching, and appraising staff, and motivating and developing staff.
  • Analyze and identify workflow deficiencies, suggesting operational, policy, or procedural modifications to improve customer service and implementing needed modifications with unit staff.
  • Make independent decisions, sometimes taking risks, acting on initiative, and being held accountable for results.
  • Ensure the goals and objectives of the Department of Eligibility & COBRA are met, and develop and sustain a proactive approach to problem resolution and operational enhancement.
  • Ensure all policies and procedures are appropriately communicated and adhered to in the performance of daily functions.
  • Provide technical guidance and direction to support staff.
  • Responsible for the quality and quantity of work in their area.
  • Develop and maintain summary reports to track and monitor quality and quantity of work.
  • Ensure completion of tracking, testing, and reporting DOE related V3locity (V10) system enhancements/incidents.
  • Provide direction in the absence of the DOE Manager.
  • Serve as backup for DOE Manager for review and validation of eligibility file feeds and setup of V3locity (V10) eligibility related factor tables.
  • Assist in strategic planning of DOE staffing and training needs, including EPG.
  • Perform other functions as necessary or as assigned by Management.

Requirements

  • Minimum of 3 years of extensive knowledge and traditional expertise in COBRA administration, Health Insurance Eligibility, and/or Department of Eligibility (DOE) operations with a proven track record of outstanding performance.
  • A high level of knowledge in COBRA and Eligibility & Enrollment processes, policies, and procedures is required.
  • Knowledge of health insurance benefits, contribution rules, and information systems.
  • Preferred prior experience in supervision, people management, or project management.
  • Required to respond to and resolve complex inquiries by collecting and analyzing data/information in real time at high volume standards.
  • Operate computers with multiple information screens to research and resolve customer inquiries on line.
