About the Role

The Director of Government Affairs will work with executive leadership to develop and refine agency strategies for maximizing government, constituent, and stakeholder relations. This role involves managing direct reports, leading internal collaboration, and fostering external partnerships to advance policy and legislative priorities.

Responsibilities

  • Craft the PUC's public policy agenda and strategy for achieving it.
  • Provide timely and strategic recommendations to refine advocacy strategies.
  • Direct the development and execution of legislative and advocacy strategies.
  • Build and strengthen external relationships with elected officials, government agencies, and organizations.
  • Lead strategic, cross-sector partnerships to advance policy and legislative priorities.
  • Maintain strong internal working relationships with SFPUC staff.
  • Brief staff on relevant policy proposals, legislation, regulation, or trends.
  • Collaborate with the Mayor's Office and other City departments.
  • Analyze, track, and monitor federal, state, and local legislation and emerging issues.
  • Write position statements, talking points, issue briefs, and comment letters.
  • Manage daily activities of state and federal lobbyists and their contracts.
  • Supervise daily work of direct reports, coach them, and recruit high-performing staff.
  • Identify, create, shape, and advocate for existing and new funding streams.

Requirements

  • Possession of a baccalaureate degree or higher from an accredited university.
  • Eight (8) years of professional experience developing and/or implementing policy, advocacy, government affairs or regulatory affairs.
  • Three (3) years of experience must include supervising professionals.
  • May substitute education with additional qualifying experience for up to two years.

  • Ability to develop and implement public policy and legislative advocacy.
  • Ability to analyze complex SFPUC issues and produce clear recommendations, position statements, and talking points.
  • Ability to analyze and resolve operational issues.
  • Ability to manage and coordinate complex projects.
  • Ability to work effectively and tactfully with high-level officials, SFPUC divisions, membership organizations, legislators, and external partners.
  • Ability to build coalition and strategic partnerships.
  • Ability to address issues raised by internal and external stakeholders.
  • Ability to manage and coach diverse staff through effective delegation, priority-setting, problem-solving, and accountability.
  • Ability to communicate clearly and effectively across diverse audiences.
  • Ability to recognize and navigate organizational and political dynamics.
  • Ability to stay current on policy trends affecting the SFPUC.
  • Ability to oversee budget and make sound decisions.
  • Ability to apply structured change-management practices.
  • Ability to adapt approaches to different people, situations, and shifting priorities.
