About the Role

The New York State Department of Agriculture and Markets is seeking four Contract Management Specialist 1s (or Trainees) to join the Division of Fiscal Management in Albany. These individuals will play a key role in developing, evaluating, and reviewing contracts, RFPs, IFBs, RFQs, RFIs, RFAs, and other related financial documents. They will perform routine administrative processes associated with contract lifecycle management, review contractor performance, and ensure adherence to contract terms. Responsibilities include contract monitoring, managing modifications and amendments, processing claims and payments, and providing technical assistance. They may also supervise subordinate staff.

Responsibilities

  • Developing, evaluating, and reviewing contracts, Requests for Proposals (RFPs), Invitation for Bids (IFBs), Requests for Qualifications (RFQs), Requests for Information (RFIs), Requests for Applications (RFAs), and other related financial documents.
  • Performing routine administrative processes associated with contract lifecycle management.
  • Reviewing contractor performance and ensuring adherence to contract terms and conditions.
  • Conducting contract monitoring tasks, including managing necessary contract modifications and amendments.
  • Processing contract claims and vouchers and approving/reviewing contract payments to ensure compliance with contractual obligations.
  • Providing technical assistance and guidance to internal stakeholders and contractors regarding contract matters.
  • Potentially supervising and guiding subordinate staff involved in contract administration.

Requirements

  • Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
  • Associate degree may substitute for two years of specialized experience.
  • Bachelor's degree may substitute for four years of specialized experience.
  • Master's degree may substitute for five years of specialized experience.
  • J.D. may substitute for six years of specialized experience.
  • If appointed to Contract Management Specialist Trainee 2, requires an additional one year of experience in managing contracts and related budgets or a J.D., master's or higher degree in a related field.
  • If appointed to Contract Management Specialist 1, Grade 18, requires an additional two years of experience in managing contracts and related budgets.
  • Current Department of Agriculture and Markets employee with one year of permanent, contingent-permanent, or 55 b/c service as a Contract Management Specialist Trainee 1, NS, Contract Management Specialist Trainee 2, NS and Contract Management Specialist 1, G-18; if less than one year, must be reachable on the current eligible list for this location if one exists.
  • One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law (e.g., Administrative Assistant 1, Program Aide, Office Assistant 3).
  • One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law (e.g., Administrative Specialist Trainee 2, Economic Development Program Specialist Trainee 2 Agriculture, Budgeting Analyst Trainee 2).
  • One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law (e.g., Administrative Specialist 1, Auditor 1, Economic Development Program Specialist 1 Agriculture, Senior Accountant, Senior Budgeting Analyst).
  • One year of permanent, competitive service in a Grade 11 title or higher, a bachelor's or higher degree, and a passing score on the most recent Professional Career Opportunities examination (PCO) or Public Administration Transition Test (PATT).
  • Previous permanent New York State employees who resigned their positions may be reinstated.
  • Bachelor's degree or higher to be eligible for the Contract Management Specialist Trainee 1.
  • Must inform the hiring agency of additional experience at the time of interview.
