About the Role

The National Archives is seeking a senior adviser to provide expert counsel on data and information policy, influencing legislative and data policy landscapes across government to protect and advance the interests of The National Archives and the wider archive sector. This role is crucial for realizing the strategic ambition to unlock the value of archival holdings in the digital age.

Responsibilities

  • Lead a central hub of expert advisers on information policy, including copyright, use and re-use of public sector information, and official publishing.
  • Lead The National Archives’ strategic priority to develop proposals for legislative change to the Public Records Act 1958 and the regime for access to the historical public record.
  • Lead and influence legislation and data policy reform across UK Government to protect and advance the interests of The National Archives and the archive sector.
  • Provide collective strategic corporate leadership as a key member of the Senior Leadership Team and the Government and Archives Leadership Directorate.
  • Serve as the lead domain expert for the interpretation of the Public Records Act 1958.
  • Set policy for the management of Crown copyright across the UK Government and devolved administrations.
  • Act as the lead domain expert for the management of Crown rights as assets.
  • Serve as the lead adviser on policy issues and changes to statutory and prerogative responsibilities relating to the King’s Printer and official publishing.
  • Act as the lead technical expert on information law issues affecting the wider archives sector.
  • Serve as the lead policy representative for The National Archives at domestic and international governmental and sector levels.
  • Lead the expert relationship on emerging policy initiatives with the Office of the Information Commissioner and the Office of the Scottish Information Commissioner.
  • Lead and champion the strategic policy interests of The National Archives with relevant government bodies and officials.
  • Lead the relationship with government legal advisers on policy and legal issues.

Requirements

  • Sophisticated understanding of the interfaces between at least two of the following areas of law: the Public Records Act 1958, the Freedom of Information Act 2000, the Re-Use of Public Sector Information Regulations 2015, GDPR and associated Data Protection legislation.
  • Proven track record as a credible and trusted policy adviser to a Chief Executive and/or Board-level equivalent(s).
  • Demonstrable knowledge of how to employ domain knowledge and technical policy expertise with legal professionals.
  • Excellent communication and analytical skills, with experience in translating complex policy concepts to non-specialists.
  • Dynamic self-starter capable of proactively building and nurturing relationships with senior stakeholders and professional networks.
  • Deep strategic thinking with sound judgment, political awareness, and commercial acumen.
  • Commitment to self-development and ability to motivate and enable others.
  • Aptitude for ensuring appropriate governance, including sound budget management.
  • Ability to obtain and maintain Developed Vetting (DV) security clearance.
  • Applicants should normally be able to provide a clear, comprehensive, and verifiable record of their history covering the previous 10 years.
  • Must be prepared to travel to other central government locations and attend other national and international locations as required.
  • Occasional overnight stays will be required.
