About the Role
The selected candidate will manage the Capital Plan Oversight Committee (CPOC) Project Gate Review process, controlling the initiation and advancement of all Capital projects. This role supports the implementation and monitoring of the Agency’s 10-year Capital Plan, provides critical insights into Capital Plan performance through analysis, and supervises all tasks associated with the CPOC Project Gate Review process.
Responsibilities
- Manage, coordinate, and facilitate aspects of the CPOC Gate Review Process, ensuring financial and administrative compliance.
- Lead staff support for the CPOC Gate Review, including coordination of the CPOC Working Group.
- Lead the preparation, review, and distribution of the monthly project review meeting agenda and project summary list.
- Provide strategic guidance, technical, and procedural advice to Line Department staff for project review and approval.
- Develop, update, and implement strategies, policies, procedures, forms, and templates for the CPOC Project Gate Review process.
- Manage, maintain, and update records and trackers for all CPOC Project Gate Review documents.
- Develop and execute the annual CPOC Gate Review calendar for project advancements.
- Implement long and short-range objectives and strategies for CPOC consistent with the agency’s mission, vision, and priorities.
- Perform analytical assessments to support CPOC decision-making, including verifying TPC and spending offsets.
- Perform ad-hoc financial analysis in support of the overall Capital Program.
Requirements
- Bachelor’s degree from an accredited college or university in Finance, Accounting, or a related field.
- 5 years of experience in finance, budgeting, accounting, or similar analytical experience.
- 3 years of experience performing complex financial analyses, budgeting, or operational analyses within a large organization.
Skills
- Strong data analytic skills with a proven ability to identify and assess key points, implications, and make recommendations.
- Demonstrated experience in providing effective leadership, project prioritization, and time management.
- Ability to work independently and collaboratively.
- Excellent oral and written presentation skills, with the ability to present and discuss financial information clearly and concisely.
- Experience with financial systems such as SAP, PeopleSoft, BudgetPRO, and ICMS/Cognos or similar systems.
