About the Role
Lead high-profile housing improvements that transform homes and deliver lasting quality for local residents. As our Retrofit and Refurbishment Programme Manager, you’ll take ownership of vital housing improvements within Grenfell Housing Services. At RBKC, we’re all in when it comes to improving homes, and this is a role with genuine, community-wide impact – a chance to lead major capital works that directly improve residents’ lives and create safer, warmer and higher-quality housing across the borough.
Responsibilities
- Take lead responsibility for developing the asset management strategy.
- Manage a multi-million-pound capital programme of complex retrofit, refurbishment and personalised void works.
- Act as an intelligent client, overseeing projects through every stage of their lifecycle.
- Ensure all construction activities are executed safely, on time, within budget and to the highest quality standards.
- Lead and coordinate multidisciplinary teams, external consultants and contractors.
- Establish clear project boards.
- Manage contracts.
- Mitigate risk.
- Maintain tight financial controls.
- Monitor site progress.
- Evaluate payment requests.
- Build strong, transparent relationships with residents, elected members and senior stakeholders.
- Balance technical rigour and commercial value with genuine community priorities.
Requirements
- Proven track record in project management.
- Substantial experience leading complex refurbishment, capital works or construction projects from inception to completion.
- Recognised project management qualification (e.g., PRINCE2 Practitioner, APM PMQ or PMP).
- Property-related degree or professional membership of a relevant body (e.g., RICS or CIOB).
- Extensive expertise in managing multidisciplinary teams, external consultants and contractors within occupied residential environments.
- Excellent communication skills.
- Ability to build trust across diverse communities, senior officers and elected members.
- Strong commercial awareness.
- Contract management expertise.
- Proactive problem-solving abilities.
- Ability to translate ambitious objectives into clear delivery plans.
- Ability to embed values of care, competence and fairness.
- Calm and credible under pressure.

- Basic DBS check required.

- It provides a bespoke housing management service to these residents, of which repairs and maintenance of homes and communal areas is a key part.
