About the Role

This role is responsible for identifying and analyzing Sanctions alerts to ensure appropriate action is taken against customers and payment activity, adhering to sanctions laws, regulations, and internal governance. The objective is to prevent the organization from processing transactions or holding client accounts in breach of applicable laws and regulations.

Responsibilities

  • Understand the objectives of the Global Sanctions Function and control frameworks, embedding a culture of compliance with sanctions.
  • Revise escalated cases, confirm True Matches in line with regulations/policy accurately and timely, and provide feedback on incorrect escalations.
  • Manage and provide guidance for complex sanctions investigations, ensuring proper management, escalation routes, and stakeholder involvement.
  • Conduct due diligence on Payment Screening alerts to determine appropriate treatment and next steps, following documented procedures and governance.
  • Escalate Customer Screening True Matches to the appropriate Business Aligned Sanctions Team for assessment.
  • Identify opportunities for process efficiencies in alert management and provide feedback for implementation.
  • Lead the team responsible for second-line oversight of First Line of Defence sanctions activities, including governance, effectiveness, and performance of screening controls and filtering technologies.
  • Provide leadership and direction to sanctions subject matter experts covering areas like Trade Finance, Securities Services, and Digital Assets.
  • Act as key support to the Global Head of Sanctions, providing leadership across the Sanctions Strategy, Transformation and Oversight function.
  • Drive oversight of sanctions risk management frameworks, policies, standards, and controls, ensuring alignment with regulatory expectations and industry best practices.
  • Lead engagement with senior stakeholders across Compliance, Financial Crime, Operations, Technology, and Business leadership teams.
  • Identify, prioritize, and deliver strategic transformation initiatives to enhance the sanctions control environment.
  • Support the evolution of screening methodologies, control design, and data quality standards.
  • Manage a business function, contributing to strategic initiatives, policy, and procedures.
  • Plan, manage, and consult on complex and critical strategic projects.
  • Lead the direction of a large team or sub-function, leading people managers and embedding a performance culture.
  • Lead organization-wide projects, acting as a deep technical expert and thought leader.
  • Train, guide, and coach less experienced specialists.
  • Provide expert advice to senior functional management and committees.
  • Manage, coordinate, and enable resourcing, budgeting, and policy creation for a significant sub-function.
  • Escalate breaches of policies/procedure appropriately.
  • Foster and guide compliance, ensuring regulations are observed and processes are in place.
  • Focus on the external environment, regulators, or advocacy groups to monitor and influence on behalf of Barclays.
  • Demonstrate extensive knowledge of how the function integrates with the business division/Group.
  • Maintain broad and comprehensive knowledge of industry theories, practices, and market developments.
  • Use interpretative thinking and advanced analytical skills to solve problems.
  • Exercise management authority to make significant decisions and recommendations.
  • Negotiate with and influence stakeholders at a senior level.
  • Act as principal contact point for key clients and counterparts.
  • Act as a spokesperson for the function and business division.

Requirements

  • Deep technical expertise in sanctions screening systems, filtering technologies, and customer and transaction screening controls.
  • Strong knowledge of sanctions risk management frameworks, governance, controls, and regulatory expectations across global financial institutions.
  • Demonstrated experience leading large, complex sanctions or financial crime teams and developing high-performing specialist functions.
  • Strong strategic, analytical, and problem-solving skills.
  • Ability to translate regulatory requirements into practical and sustainable operating models.
  • Excellent stakeholder management and influencing capabilities.
  • Experience engaging effectively at Executive Committee and senior leadership level.
  • Proven experience leading transformation, change management, and control enhancement programmes within a regulated financial services environment.
  • A collaborative leadership style.
  • Ability to build strong partnerships across Compliance, Financial Crime, Operations, Technology, and Front Office functions.
