About the Role

The Data Analyst V reports to the Manager of the Aging and Disability Reporting team. This role performs highly complex data analysis to inform policy and program decisions for Medicaid Long-term Care programs. The analyst consults with customers to identify and support data reporting needs, compiles and queries service utilization and provider data, and identifies data gaps and errors. This position prepares technical reports, reviews project deliverables, and serves as a resource for colleagues, guiding the data analytic work of other team members. The role operates under limited supervision with considerable latitude for initiative and independent judgment.

Responsibilities

  • Provides suggestions regarding systematic changes that will improve the efficiency and quality of data analysis processes.
  • Assesses data quality by identifying any missing, erroneous, incongruent, or duplicate data in data sets.
  • Coordinates with other internal groups to improve data quality.
  • Consults and provides requirements for the improvement of data collection systems and data analytics methods.
  • Determines the most effective method to address a given data request, construct a performance measure, or monitor various service trends.
  • Compiles and manipulates data points using SQL, SAS, or other languages from a variety of source formats.
  • Cleans and prepares data to produce datasets required for data analysis.
  • Oversees the interpretation of analysis results to inform the team’s presentations and reports.
  • Prepares comprehensive standard and ad-hoc reports, in written, graphical and oral format, for internal and external audiences.
  • Ensures accuracy of data included in reports.
  • Engages with a variety of people across the agency to build strong relationships and find creative solutions to analytic projects.
  • Utilizes communication skills to gather the information necessary from customers to assess and address their needs.
  • Explains analysis results in clear and non-scientific language as necessary.
  • Coordinates with program subject matter experts and leadership to ensure accuracy in approach and to inform staff of findings.
  • Serves on agency committees and workgroups as an SME consultant for long-term care data.
  • Prepares and updates standard operating procedures and processes for long-term care reporting.

Requirements

  • Graduation from an accredited 4-year college or university with major coursework in a social science, business, statistical or related field.
  • Education and experience may be substituted for each other, up to four years.
  • Three or more years of experience with acquisition, collection, management, analyses and dissemination of health and human services-related data and/or other large datasets preferred.
  • Selected candidates must be legally authorized to work in the U.S. without sponsorship.
  • Selected candidates must be willing to work from an HHS office located in Austin, designated by the hiring manager.

Skills

  • Reporting and BI tools: Cognos, Crystal Reports, Business Objects, etc.
  • Databases such as Oracle, Access and/or SQL Server.
  • HHSC program data and reporting.
  • Data quality and integrity processes.
  • Excel macro development a plus.
  • Creating SQL statements for creating data sets and data base modifications.
  • Data Warehouse, Cognos, PL/SQL, Snowflake a plus.
  • Communicating with individuals at all management levels on technical issues.
  • Working and communicating effectively with others.
  • Gathering, assembling, correlating, and analyzing facts.
  • Devising solutions to problems.
  • Preparing concise reports.
  • Developing and evaluating policies and procedures.
  • Performing detailed work accurately and in accordance with standards.
  • Meeting deadlines and working on projects with changing priorities.
  • Reading and understanding requirements/design specifications and proposing logical solutions.
  • Operating effectively as a member of a team managing multiple projects.
  • Reading, interpreting, and analyzing existing documentation and reports.
  • Creating/maintaining technical documentation of work/project assignments.
  • Interpreting and reporting on data analytic findings.
  • Exercising independent judgment and showing initiative.
