About the Role

UltraSuperNew Tokyo is seeking a People & Culture Manager to foster employee growth, manage talent, and ensure smooth operations. This role acts as a strategic partner, focusing on recruitment, retention, career development, and compliance with Japanese labor laws, while building and nurturing a world-class team.

Responsibilities

  • Develop and execute proactive sourcing strategies to attract top-tier creative and agency talent.
  • Build and maintain active candidate pipelines for core agency roles.
  • Track turnover and engagement metrics, identify retention risks, and promote USN culture.
  • Manage the full employee lifecycle, including onboarding, probation check-ins, and exit interviews.
  • Maintain HR documentation, contracts, handbooks, and policies.
  • Oversee visa and immigration procedures for international team members.
  • Lead performance review cycles and partner with Finance on salary equity.
  • Design career growth maps, leveling frameworks, leadership training, and mentor programs.
  • Connect growth frameworks to performance evaluations, promotions, and compensation.
  • Ensure compliance with Japanese labor laws, work rules, and safety obligations.
  • Collaborate to monitor workload, resolve staffing bottlenecks, and prevent burnout.
  • Maintain the agency’s external partner and freelancer roster.
  • Monitor team sentiment and partner on culture initiatives.

Requirements

  • Must be located in Tokyo.
  • Business-level fluency or higher in both Japanese and English (written & spoken).
  • 5+ years in HR / People Management (with at least 2 years in a senior or standalone capacity).
  • Experience ideally within a creative, advertising, or marketing agency environment.
  • Proven experience in proactive recruitment, talent pipeline construction, and candidate engagement.
  • Solid, practical grasp of Japanese employment regulations, work rules, visa processing, and statutory requirements.
  • Exceptional judgment and maturity when handling sensitive compensation, exit, or personnel matters.
  • Skilled at advising and collaborating with department leads, Finance, and leadership.
  • Comfortable building HR, onboarding, and recruitment workflows from scratch in a dynamic setting.
