About the Role

This executive-level position holds full operational responsibility for CCCYO Transportation and workforce development programs. The Program Director plans, directs, manages, and oversees the activities and operations of CCCYO Transportation, and develops and manages Catholic Charities' workforce development programs. This includes student transportation, fleet maintenance, preparing individuals for employment, coordinating training programs, and aligning workforce strategies with community and industry needs.

Responsibilities

  • Provide strategic leadership, planning, implementation, and evaluation of CCCYO Transportation operations and workforce development programs.
  • Establish and implement departmental goals, objectives, policies, procedures, and performance standards.
  • Assess staffing needs and organizational structure.
  • Recruit, supervise, mentor, train, and evaluate department managers, supervisors, administrative staff, and operational personnel.
  • Monitor and evaluate operational efficiency, employee workloads, administrative systems, reporting structures, and service outcomes.
  • Plan, facilitate, and lead departmental meetings, operational reviews, and team-building activities.
  • Serve as the primary liaison with People & Culture, Finance, Technology Services, regulatory agencies, insurance carriers, and other internal and external stakeholders.
  • Direct all transportation operations, including student transportation services, dispatch functions, fleet maintenance, vehicle repair operations, and emergency and accident response activities.
  • Ensure safe, reliable, and cost-effective transportation services while maintaining compliance with all applicable transportation, safety, environmental, and regulatory requirements.
  • Oversee fleet utilization, preventive maintenance programs, vehicle availability, repair operations, asset management, vehicle replacement planning, and operational cost-control initiatives.
  • Supervise transportation and automotive repair shop operations and coordinate maintenance schedules.
  • Respond to and resolve complex customer, parent, community, and stakeholder concerns.
  • Maintain or obtain a valid Commercial Driver's License (CDL) with required school bus endorsements and certifications.
  • Develop and execute workforce development strategies aligned with educational, industry, and community priorities.
  • Establish and expand career pathways, work-based learning opportunities, internships, apprenticeships, industry-recognized certifications, and employer partnerships.
  • Cultivate and maintain collaborative relationships with businesses, educational institutions, workforce development organizations, government agencies, economic development partners, and industry associations.
  • Lead and coordinate professional development initiatives.
  • Develop and maintain systems to monitor program performance, participant outcomes, and equitable access.
  • Develop and manage departmental operating and capital budgets.
  • Monitor financial performance and provide recommendations regarding fleet replacement, vehicle procurement, facilities, and equipment acquisition.
  • Negotiate, administer, and maintain transportation service contracts and partnership agreements.
  • Maintain and strengthen customer and partner relationships.
  • Identify, develop, and pursue new business opportunities, partnerships, revenue streams, and service contracts.
  • Lead marketing, outreach, and promotional efforts.
  • Prepare and present operational, financial, compliance, workforce development, and performance reports.
  • Ensure compliance with all grant, contract, programmatic, transportation, and reporting requirements.

Requirements

  • 5 years' experience of management in school bus transportation or related field.
  • Demonstrated organizational, time management, and prioritization skills, with the ability to manage multiple projects and deadlines effectively.
  • Strong team building, collaboration, and problem-solving abilities.
  • Excellent administrative, planning, and multitasking skills.
  • Proficient keyboarding, data entry, and telephone communication skills.
  • Basic computer proficiency, including the ability to use email and common workplace applications such as Microsoft Outlook, Word, Excel and Teams.
  • Excellent verbal, written, and interpersonal communication skills.
  • Strong attention to detail and commitment to accuracy.
  • Exceptional customer service skills, with the ability to interact professionally and effectively with internal and external stakeholders in person, by telephone, and through electronic communication.
  • Ability to exercise sound judgment, maintain confidentiality, and handle sensitive information with discretion.
  • Ability to work independently while contributing effectively as a member of a team.
  • Ability to work in a primarily office-based environment, including sitting for extended periods and frequent use of a computer, keyboard, and other office equipment.
  • Ability to occasionally stand, walk, bend, stoop, reach, and move throughout office, shop, and yard areas as needed.
  • Ability to occasionally lift, carry, push, or pull items weighing up to 20 pounds.
  • Ability to effectively view and process documents, data, and computer screens to perform assigned duties accurately.
  • Valid driver's license and ability to drive as required for business purposes.
  • May be required to respond to operational emergencies or urgent business needs outside of normal working hours.
  • Fingerprints required prior to the first day of employment.
