About the Role

The Regional Manager is responsible for supervising the daily operations of a portfolio of communities managed by JSCo, interpreting and implementing management procedures based on company policies and governmental regulations.

Responsibilities

  • Hires, trains, supervises, develops, and terminates supervised employees in accordance with company policies.
  • Performs timely performance evaluations and assists Property Managers with site-level employees.
  • Approves new hires, status changes, and terminations for on-site personnel.
  • Compiles comprehensive reports regarding employee performance.
  • Ensures implementation of all laws, regulations, and policies regarding fair housing, employment practices, safety, and company policies.
  • Prepares annual operating and capital budgets.
  • Reviews financial statements and reports.
  • Supervises the collection of delinquent resident accounts.
  • Ensures accuracy of accounting/rent roll reporting.
  • Prepares annual rent increase proposals and other financial worksheets.
  • Assists in developing and maintaining internal controls and procedures for operational and fiscal control, cost savings, projections, planning, forecasting, and asset utilization.
  • Ensures compliance with regulatory agreements, contracts, company policies, and federal, state, and local laws.
  • Reviews new move-in files, recertification files, and Waiting Lists, verifying rent calculation and documentation.
  • Interacts directly with sponsors and regulatory agencies such as HUD, CHFA, HCD, and TCAC.
  • Attends meetings requested by regulatory agencies.
  • Places appropriate property insurance, as approved by the owner.
  • Develops and implements a marketing plan in accordance with the Affirmative Fair Marketing Plan.
  • Conducts regular inspections of property and vacant apartments.
  • Makes recommendations to improve marketing and leasing effectiveness.
  • Reviews traffic reports and maintains accurate records for advertising.
  • Reviews Marketing/Concession Log to ensure documentation of concessions and resident selection criteria.
  • Compiles and prepares marketing, lease-up, fit-up, and supply budgets for new developments.
  • Coordinates start-up of operations including application process, contract and service procurement, staff hiring, and training.
  • Maintains and reviews weekly reports to the Owner.
  • Develops marketing materials and advertising.
  • Reviews wait lists to ensure proper maintenance on Boston Post.
  • Walks vacant units to survey rent readiness.
  • Walks grounds to ensure highest standards are maintained.
  • Discusses current resident or maintenance issues with the site manager.
  • Reviews recent tenant income certifications for accuracy and timeliness.
  • Reviews Delinquency report and takes applicable action.
  • Manages on-site staff through periodic site visits, providing instructions and feedback, and encouraging a team environment.
  • Coordinates capital improvements.
  • Reviews maintenance requests to ensure timely repairs and proper filing.
  • Supervises resident evictions and assists with investigating complaints, working closely with legal counsel.
  • Promotes harmonious relations among residents, staff, vendors, and the community.
  • Assists in developing and implementing resident activities and property management programs.
  • Develops and maintains relations with community services agencies and other affordable housing groups.
  • Effectively and professionally interacts and communicates with senior management, property managers, employees, vendors, residents, owners, sponsors, clients, and public agencies.
  • Prepares comprehensive and detailed reports for senior management, clients, and agencies.
  • Meets with clients regularly and provides written and verbal reports as needed.

Requirements

  • Demonstrated knowledge in the implementation and maintenance of compliance programs, including HUD, LIHTC, Tax-Exempt Bonds, CHRP, CHFA, AHP, and PBV.
  • Demonstrated knowledge of applicable local and federal housing laws, including Fair Housing and Landlord and Tenant laws.
  • Demonstrated ability to support and develop a diverse environment.
  • Ability to work in a fast-paced environment with the ability to prioritize assignments to meet deadlines.
  • Must be able to lift heavy boxes of documents and move them to a storage room.
  • Must be able to drive extensively to various property locations.
