About the Role
Saab, Inc. is establishing import compliance as a distinct discipline within Trade Compliance. This role is crucial for advancing U.S. import compliance and customs authorization for defense and commercial programs, building cross-site relationships, developing import policies and procedures, and designing the framework for U.S. import authorization, documentation, and measurement. The successful candidate will authorize cross-border moves and ensure compliance, while the logistics team handles freight booking, BOL creation, and invoice settlement.
Responsibilities
- Construct, improve, and run the U.S. import control framework, including entry review, exception handling, and CBP inquiries.
- Build relationships with site shipping, programs, brokers, and forwarders to ensure smooth handoffs and compliance.
- Draft and operationalize import policies and SOPs covering clearance, TIB, Carnet, DSP-61, permanent import, DFE, broker engagement, and recordkeeping.
- Coordinate imports into and exports from the U.S. with international affiliates and other entities.
- Clear imports by reviewing entry packets and resolving classification, valuation, origin, and document issues before broker filing.
- Assign and maintain HTS classifications, track items in the system, and coordinate ECCN/USML questions with the export team.
- Administer DFE under HTSUS 9808.00.30, including PIEE, DCMA certificates, and DFARS documentation.
- Manage TIBs, carnets, and ITAR temporary import authorizations, including DSP-61 licenses, tracking, close-out, and retention.
- Support ACE for imports, including PMS duty accuracy, protest flags, and payment authorization.
- Support customs bonds, including U.S. and NRI Canada, Powers of Attorney, and the authorized-filer list.
- Manage the compliance aspect of broker and forwarder relationships, including SOPs, authorized-broker list, and compliance KPIs.
- Approve International Shipping Requests (ISR) and domestic tariff questionnaires.
- Record import and temporary import/export activity in a durable system of record.
- Utilize SharePoint and process-improvement skills to create understandable and repeatable processes.
- Assess sites against import requirements and address identified gaps.
- Travel domestically and possibly internationally, 5%-10% annually.
Requirements
- Bachelor’s degree in international business, supply chain, or a related field with 3+ years in U.S. import/customs operations or import compliance, OR a Master’s degree with 1+ year of experience, OR an equivalent combination of education and experience.
- Working knowledge of CBP entry, HTS classification, and broker filing processes.
- Sufficient export control literacy to identify and escalate DSP-61, TIB, Carnet, or ITAR issues.
- Experience writing or improving procedures, playbooks, or trackers used by others.
- Strong communication skills for explaining issues and requirements clearly.
- Proficiency in Microsoft Excel, comfort with ACE or a GTM tool, and willingness to use internal systems.
- Must be a U.S. person.
- Ability to obtain and maintain a DoD security clearance may be required.
- This position may require access to export-controlled technical data.
