About the Role

The Flood Protection Planning Grant department is seeking motivated individuals to manage complex Flood Infrastructure Fund (FIF) Category 1 (CAT 1), Flood Management Evaluations (FME), and similar flood planning projects. This role involves managing grant contracts, schedules, budgets, and ensuring contractor work meets program requirements.

Responsibilities

Reviews applications for financial assistance and advises applicants on TWDB requirements.
Serves as an advisor on engineering related matters and oversees applicable reviews.
Develops and manages grant and professional services contracts, including scopes of work, budgets, and amendments.
Develops engineering information for Board consideration of funding requests and makes recommendations on project feasibility.
Coordinates with federal and state agencies on projects and programs.
Performs technical review and evaluation of engineering documents to ensure compliance with TWDB rules.
Monitors project schedules, budgets, and invoice costs to identify potential issues.
Serves as project manager, monitoring project requirements, eligibility, and approving payment requests.
Conducts on-site observations to monitor construction progress for compliance.
Assists owners with problem resolution and ensures work completion according to approved contracts.
Manages project aspects, recommends actions to reduce delays, and documents significant actions.
Provides information and assistance to TWDB staff and clients.
Stays informed of changes to pertinent laws, regulations, and policies and applies them to projects.
Identifies and participates in job-related trainings.
Provides support to additional flood planning teams as assigned.
Assists leadership in identifying process improvements and streamlining areas within the department.
Assists the Discipline Lead in reviewing procedures, guidelines, and conducting training.
Promotes an environment that encourages teamwork, accountability, professional development, and performance improvement.
Conducts outreach efforts, including public speaking.
Maintains current information in TWDB's projects database (TxWise).
May train and supervise the work of others.
May participate in reviewing Regional Flood Plans and developing the State Flood Plan.
Maintains confidential and sensitive information.
Ensures individual and team files are appropriately maintained and disposed of according to agency procedures.
Maintains required certifications and licenses and meets continuing education requirements.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.

Requirements

Graduation from an accredited four-year college or university with a bachelor's degree in Civil Engineering or a related field.
One year of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Engineer II).
Two years of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Engineer III).
Three years of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Engineer IV).
Four years of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Engineer V).
One year of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Project Manager III).
Two years of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Project Manager III-S).
Three years of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Project Manager IV).
Four years of relevant work experience as a licensed Professional Engineer (P.E.) in Civil Engineering or a related field (for Project Manager IV-S).
Two years of relevant work experience in Civil Engineering or a related field (for Project Manager II with E.I.T. certification).
Four years of relevant work experience in Civil Engineering or a related field (for Project Manager III with E.I.T. certification).
Six years of relevant work experience in Civil Engineering or a related field (for Project Manager IV with E.I.T. certification).
Licensed as a Professional Engineer (P.E.) in Texas.
Licensed as a Professional Engineer (P.E.) in another U.S. state with the willingness and ability to obtain a Texas P.E. license within six months of hire.
Certified as an Engineer in Training (E.I.T) by the State of Texas and ability to obtain a Texas P.E. license within 12 months of hire.
Graduate degree from an accredited college or university with major coursework in planning, civil/environmental engineering, or related field (preferred).
Four years of progressively responsible professional work experience managing projects/programs and supervising staff (preferred).
Three years in project/contract management monitoring, addressing changes in scope and budget, and computer use (preferred).
Experience developing and managing professional services contracts, including scopes of work, budgets, and negotiating amendments (preferred).
Knowledge of and experience with hydrologic and hydraulic modeling, and mapping of flood risk (preferred).
Experience in planning, prioritization, design, and construction of flood risk reduction projects (preferred).
Experience with regulations related to floodplain and flood management, federal and state programs and permitting (preferred).
Certified Flood Plain Manager (preferred).
Ability to meet agency in-office requirements.
Ability to travel 5% of the time, primarily within the State of Texas.
Ability to operate a vehicle (state or personal) for state business and maintain a valid driver's license and driving record.
Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
