About the Role
The Commissioning Director (CD) will lead a team of commissioning professionals across various projects, managing them at a strategic level. The CD is the primary point of contact, responsible for managing project teams, resources, and financials to ensure projects deliver value, meet industry best standards for quality and safety, and are completed on schedule, on budget, and meet technical and contractual requirements. The CD provides coaching, guidance, direction, and leadership to project teams.
Responsibilities
- Manage, lead, coordinate, and administer multiple projects from conceptual stages through close-out.
- Assist Business Development in expanding work scope, developing proposal strategies, and preparing execution plans.
- Support customer communications and presentations.
- Supervise the development of budgets and schedules, manage performance, and report progress.
- Resolve problems and manage the final turnover of projects to customers.
- Provide leadership for the development and maintenance of a high-performance project team.
- Ensure projects are delivered within contract requirements, ethical standards, quality, safety, and customer expectations.
- Act as the principal contact for project scope of work with Customers and Lemartec management.
- Maintain contact with management personnel from suppliers, subcontractors, and governmental agencies.
- Develop prime contract strategy and plan, and participate in prime contract negotiations.
- Ensure proper Division of Responsibility (DOR) and integrated work processes.
- Establish an appropriate, integrated organizational structure.
- Define and communicate roles, responsibilities, and authorities to project team members and the Customer.
- Ensure scope, design basis, and objectives are defined, and detailed work plans, schedules, budgets, and procedures are established.
- Promote the use of constructability reviews during project execution.
- Monitor and control all contractual commitments.
- Implement and maintain a change management control system.
- Facilitate the development, communication, implementation, update, and continual use of the Project Execution Plan.
- Review and approve Project Control systems.
- Identify quality requirements and ensure proper processes are implemented.
- Assess customer perception of quality periodically.
- Oversee the Environmental, Health & Safety (EH&S) program for office and field work environments.
- Ensure design is in accordance with EH&S laws and regulations.
- Oversee the Document Control and Records Management function.
- Coordinate the documentation and software turnover package to the client.
- Review and approve bid tabulations for commitments on all major purchase orders, contracts, and sub-contracts.
- Direct the preparation and presentation of the Project Status Report (PSR) to Lemartec management.
- Monitor cash flow to minimize the use of Lemartec capital resources.
- Establish and control the budget for non-reimbursable project costs.
- Assist in the training of new project managers and other project personnel.
- Promote the management concept of Continuous Improvement (CI) and Total Installed Cost (TIC).
- Initiate, promote, and continually practice team building.
- Conduct periodic project and Customer meetings to promote communication, review progress, discuss issues, and facilitate problem resolution.
- Develop communication plan for effective communications.
- Manage the documentation of all turnover activities and obtain Customer's final acceptance.
- Oversee the preparation and submittal of the Final Project Report.
- Manage the strategic aspects of large engagements and mitigate risk.
- Oversee Project Managers and managers working on client engagements.
- Review high-level deliverables across practice.
- Ensure engagement reviews and quality assurance procedures take place.
- Provide leadership to practice across all assigned projects.
- Develop, implement, and maintain sound business practices and strategic objectives.
- Consolidate and analyze profitability, revenue, margins, bill rates, and utilization across practice.
- Create pipeline forecasts and broad-based financial pictures for practice.
- Address and resolve all billing issues.
- Ensure practice meets or exceeds budgeted financial objectives.
- Develop and meet revenue and other financial goals for practice.
- Accurately forecast revenue, profitability, margins, bill rates, and utilization across practice.
- Manage the negotiation of contract pricing when necessary.
- Provide leadership and guidance in all aspects of the sales cycle.
- Take a lead role in monitoring the identification and development of strategic accounts.
- Manage business development on a strategic level for practice.
- Grow long-term relationships with clients and capitalize on equity and partnership opportunities.
- Keep practice informed of changes and newsworthy events within Lemartec.
- Communicate relevant practice information to the Director of Construction Operations.
- Handle difficult personnel situations with discretion, HR advice, and respect.
- Promote Lemartec via industry conferences and local business organizations.
- Evaluate and redesign practice offerings.
- Guide clients on technical solutions.
- Reinforce a team approach on client projects and internal initiatives.
- Support and solicit input from all team levels.
- Ensure regular team and practice events occur outside the office.
- Communicate with clients to identify needs and evaluate business solutions.
- Continuously seek to increase customer satisfaction and deepen relationships.
- Maintain lasting client relationships and resolve issues at a senior level.
- Enforce performance evaluation and career development programs.
- Guide Project Managers on career planning importance.

- Organize and staff project teams effectively within a matrix organization.
- Apply knowledge of front-end activities, including Best Practices, Constructability, Risk Analysis, Contingency Evaluation, and Estimate/Proposal Review Process.
- Use Lemartec standard tools and procedures for Project Controls, Financial Management, Automation, Records Management, and Root Cause Analysis.
- Develop and implement project baselines: Scope Definition, Roles/Responsibilities, Estimates, Resource-Loaded Schedules, Progress/Performance Metrics, Reports, and Action Tracking.
- Demonstrate business and commercial awareness, including cash flow management and conserving Lemartec capital.
- Experienced in Project Execution Plan development, Continuous Improvement, Schedule Management, Prime Contract/Subcontract formulation, Risk Analysis, Negotiations, Change Control, Cost Trend Programs, Documentation Management, Insurance, and Bonding.
- Possess strong oral, written, graphic communication, and presentation skills.
- Conduct effective meetings.
Requirements
- Bachelor’s degree in Architecture, Engineering, or Construction Management.
- 15 years of experience as an Architectural Project Manager on commercial and/or industrial projects.
- 5 years of experience as an Architectural Director.
- Ability to travel within the U.S.
- Experience managing projects exceeding $250M in value.
- Design-build project experience.
- Experience with budget control and value engineering.
- In-depth knowledge of all design disciplines, specifications, and drawings.
- Proficiency in planning and scheduling using Primavera P6.
- Advanced skills with Microsoft Office Suite – Excel, Word, Outlook.
- Working knowledge of standard construction accounting software – Viewpoint Vista, Sage 300 CRE, etc.
- Working knowledge of standard Project Management software – Procore.
- Excellent communication, presentation, and interpersonal skills.
- High degree of professionalism and strong work ethic.
- Preferred Bilingual: English/Spanish.
