About the Role

The Contract Analyst will support key inter-divisional, inter- and intra-governmental priorities within the Division of Youth and Family Justice (DYFJ), focusing on recruitment and retention, organizational capacity building, and business process mapping and improvement. This role also oversees budget planning, contract management, procurement, IT management, detention operations, and administrative support.

Responsibilities

  • Monitor vendor performance and compliance with contractual terms and conditions.
  • Prepare budget and conduct analysis concerning provider operations, analyze contractor reports, prepare summaries, and manage renewals, amendments, and close downs.
  • Coordinate with Fiscal, QA, and program leadership to review payment backup and line-item budgets for approval.
  • Produce and analyze complex spending patterns and utilize data for cost and operational research.
  • Review financial and statistical invoice data to ensure provider adherence to ACS policies.
  • Prepare comprehensive reports with recommendations for improved effectiveness.
  • Assist in collecting materials for FOIL and audit requests.
  • Design, implement, and analyze data to ensure contracted providers meet programmatic and contractual priorities.
  • Liaise with Finance, ACCO, Program leads, Quality Assurance, and contracted providers for effective service delivery.
  • Prepare project plans, schedule tasks, and ensure accuracy and timeliness of deliverables.
  • Conduct site visits as needed.

Requirements

  • Must be permanent (not provisional) in the Civil Service title of Associate Staff Analyst.

Experience Level

  • One year of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or a related area (with a Master's degree).
  • Three years of satisfactory full-time professional experience in the areas described above (with a Baccalaureate degree).
  • Five years of satisfactory full-time professional experience as described above (with an Associate degree or 60 semester credits).
  • Seven years of satisfactory full-time professional experience as described above (with a high school diploma or equivalent).
  • A combination of education and/or experience equivalent to the above, with a high school diploma and at least one year of experience as described above.

Education Level

  • Master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school.
  • Baccalaureate degree from an accredited college.
  • Associate degree or completion of 60 semester credits from an accredited college.
  • Four-year high school diploma or its educational equivalent.

Salary/Compensations

  • $82,056.00 - $94,364.00
