About the Role

The Traffic Control & Engineering (TCE) department is seeking a Procurement Analyst III to manage complex procurement and contract administration for goods, services, and construction. This role involves reviewing requisitions, preparing solicitation documents, evaluating contract awards, and monitoring contractor performance. The position offers an opportunity to contribute to improving safety, accessibility, and mobility in New York City.

Responsibilities

  • Perform highly responsible and complex procurement and contract administration work.
  • Review purchasing requisitions, procurement documents, and contract packages for accuracy and adequacy.
  • Consult with program staff to resolve discrepancies.
  • Prepare specifications and solicitation documents for various procurement methods, requirements contracts, and specialized purchases.
  • Evaluate contract award recommendations, contract modifications, buy-against actions, and requests for contract time extensions.
  • Provide guidance and clarification regarding contract terms and conditions.
  • Monitor contractor performance and recommend corrective actions.
  • Assist in ensuring compliance with procurement regulations and contractual requirements.
  • Supervise fiscal staff.
  • Assume responsibility for the duties of the Fiscal Officer during their temporary absence.

Requirements

  • Must be serving permanently as a Procurement Analyst, reachable on the Civil Service list, or eligible under the 55-a program.
  • New hires must reside in NYC for the first two years of employment.
  • Appointments are subject to OMB approval.

Skills

  • Proficiency in using procurement and financial systems such as PASSPort, Financial Management System (FMS), and Direct Order (DMSS).
  • Experience managing the full procurement cycle from requisition through contract registration, including amendments, renewals, and encumbrances.
  • Experience analyzing budgets, funding sources, pricing proposals, and cost estimates.
  • Knowledge of the City Procurement Policy Board Rules.

  • Remote work up to 2 days per week, pursuant to the Remote Work Pilot Program

Education Level

  • Baccalaureate degree from an accredited college or university
  • Associate degree or completion of 60 semester credits from an accredited college or university, and 12 months of satisfactory, full-time professional experience in procurement or contract management
  • Four-year high school diploma or its educational equivalent and two years of satisfactory full-time professional experience
  • Combination of education and/or experience equivalent to the above
