About the Role

Assist in directing the overall operation and technical activities of the City’s water and sewer system in compliance with federal, state, and local regulations. Establish and implement processes to protect public health throughout the system.

Responsibilities

• Coordinate, direct, and troubleshoot the operation, installation, maintenance, and repair of a large water treatment facility, water distribution system, fire hydrants, raw water pumps, and sewer lift stations.
• Procure materials, parts, and supplies, and maintain adequate inventory for efficient water and sewer system operation.
• Monitor department purchasing and prepare specifications for competitive bidding.
• Monitor and prepare annual division-level operating budgets and supervise cost and budget requests.
• Review, monitor, and adjust overtime and payroll.
• Respond to and investigate water main breaks, sewer backups, pump station alarms, watershed issues, and other emergencies outside of normal business hours.
• Resolve technical issues, address public relations concerns, and consumer complaints.
• Review engineering designs for facility and system modifications, review plans for proposed projects, and ensure compliance with building codes, Health Department regulations, and Ten State Standards.
• Coordinate and monitor work by engineers, contractors, and consultants for bid specifications and compliance.
• Prepare annual reports for regulatory agencies.
• Monitor, document, and report on system performance, including water quality, process control, and regulatory compliance.
• Develop, coordinate, and author policies, procedures, and programs for system operations according to city ordinances, state, and federal regulations.
• Assist with staff training programs and personnel decisions, including hiring, training, evaluations, promotions, leave approval, and disciplinary actions.
• Serve as a liaison to other organizations, municipalities, industry, and communities.
• Represent the city’s interests at public meetings, hearings, and workshops.
• Oversee and manage the Department’s assigned division/section.
• Oversee the management and supervision of assigned employees, administering City and Department rules, policies, and procedures.
• Ensure assigned employees are properly oriented and trained, understanding and carrying out the City’s organizational philosophy.
• Ensure performance of assigned employees is monitored through written evaluations.
• Ensure assigned employees have acceptable attendance records, monitored monthly.
• Maintain ongoing communication with the City Manager and within the City organization, ensuring information flows within the Department and between City Departments, as well as to external entities.
• Ensure the City’s communication policy is carried out internally and externally.
• Directly supervise the Water and Sewer Maintenance Foreman, Watershed Inspector, and Senior Office Assistant.
• Provide general supervisory authority over Water Treatment Plant Operators and Distribution staff.
• Make hiring recommendations, plan, schedule, and assign work, instruct and train staff, review and approve work, conduct performance evaluations, recommend salary adjustments and promotions, and make recommendations regarding unsatisfactory employees.

Requirements

• Graduation from high school or possession of a high school equivalency diploma.
• Five (5) years of experience in the design, and/or maintenance and repair of pumps, engines, motors, and mechanical equipment.
• Possession of an appropriate Water Treatment Plant Operator's Certificate issued under the provisions of the New York State Sanitary Code is required if the incumbent is the responsible operator of the water treatment facilities.
