About the Role

The New York City Department of Citywide Administrative Services (DCAS) is seeking a Deputy Director for Investigations and Compliance within Citywide Equity and Inclusion (CEI). This role provides oversight and guidance to multiple City agencies on investigation and compliance matters, ensuring adherence to federal, state, and city mandated workplace non-discrimination policies.

Responsibilities

  • Manage the intake process for EEO complaints, including initial assessments for jurisdiction and appropriate forwarding.
  • Conduct and oversee third-party investigations into workplace discrimination and harassment complaints.
  • Coordinate with the Executive Director to assign investigations and provide guidance on strategies.
  • Ensure investigations are thorough, timely, and consistent with City policies and best practices.
  • Draft and review well-written and well-reasoned investigative reports with clear findings.
  • Manage relationships with agency EEO personnel, providing guidance on EEO Policy interpretation and application.
  • Serve as a subject matter expert in developing and enhancing investigative and complaint procedures.
  • Manage case practice reviews of agencies' closed EEO complaints and reasonable accommodation files.
  • Analyze citywide trends and offer guidance to agencies on workplace culture and systemic concerns.
  • Formulate, create, and monitor enforcement strategies for new legislation and EEO mandates.
  • Provide input on the design and content of discrimination and harassment prevention training.
  • Develop and provide practicum training for agency EEO professionals on investigative protocols.
  • Assist the Executive Director with managing subordinate staff.
  • Demonstrate discretion, tact, and diplomacy in communicating sensitive messaging.
  • Advise the Executive Director on important initiatives and trends.

Requirements

  • Admission to the New York State Bar.
  • Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar.
  • Eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
  • Must remain a Member of the New York State Bar in good standing for the duration of employment.
