About the Role

Performs highly advanced (senior-level) managerial work providing direction and guidance to purchasing teams. Oversees the purchase of goods and services ensuring compliance with state and federal laws, HHSC policies and procedures. This position reports to the Deputy Associate Commissioner of Services and Construction in the Procurement and Contracting Services division.

Responsibilities

  • Manages the daily operations of procurement teams to obtain goods and services using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines.
  • Plans, assigns, and supervises the work of assigned purchasing staff to ensure that administrative and client goods and services requested by HHS agencies are procured in a timely, efficient, effective, and ethical manner.
  • Assists in drafting competitive specifications for commodities and services.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals.
  • Provides direction and guidance and recommends effective strategies to resolve issues or trends related to procurement and contracting services.
  • Identifies purchasing related issues and works with purchasers, management, requesters, subject matter experts, other agency staff, and stakeholders to manage and resolve issues.
  • Responds to phone and e-mail inquiries from requesters and other staff regarding purchasing in a timely and customer service-oriented manner.
  • Analyzes information to keep management informed.
  • Develops and oversees staff development plans, performance, and activities.
  • Develops and oversees performance measures to ensure procurements are processed in a timely, efficient, and effective manner and in accordance with state and federal laws.
  • Monitors team output to ensure timely completion of work and compliance with applicable laws, rules, policies, and established procedures.
  • Supports Veteran Heroes United in Business (VetHUB) outreach and participates in procurement related events.
  • Performs other duties as assigned, such as participating in or providing support to meet the agency’s disaster response and recovery obligations or Business Continuity Plan activation.

Requirements

  • Graduation from high school or equivalent required.
  • A minimum of five (5) years of purchasing, procurement, or contract management experience.
  • Three (3) years of progressive experience in formal solicitation methods.
  • Two (2) years of supervisory or team lead experience required.
  • Certified Texas Contract Developer (CTCD) - certification must be obtained within 6 months of hire.
  • State of Texas procurement and formal solicitation methods are preferred.
  • CTCD certification preferred.
