About the Role
Serves as the Team Lead for Information Technology and Privacy, reporting to the HIV/STD Operations Director. Performs highly advanced consultative services and technical assistance to Section programs, including the HIV/STD Prevention Unit, Care and Medication Unit and the HIV/STD/HCV Epidemiology and Surveillance Unit. Determines and presents business cases for IT projects, prepares and implements project plans for system upgrades, and oversees the coordination of data issues between multiple groups. Analyzes customer requirements, develops business procedures, and provides solutions to improve existing systems. Develops strategies for improving IT-related program operations, writes work plans for business improvement projects, and oversees progress. Applies project management principles, conducts monitoring and analysis of processes, and prepares summaries for senior management. Coordinates agency assignments on IT procurement, project work plans, and capital authority requests, and provides deliverable summaries for IT Projects.
Responsibilities
- Serves as HIV/STD Section liaison to all areas of the HHSC/DSHS Information Technology infrastructure and with budget staff on IT procurement, capital authority issues, and project work plans.
- Takes the lead on completing agency IT assignments, coordinating with programs to assure accuracy and validity of information.
- Serves as Section liaison to the Infectious Disease Services Division on IT issues, needs, and planning.
- Communicates on a technical and a non-technical level with internal and external customers to provide, exchange, or verify information.
- Answers inquiries, addresses issues, and resolves problems and/or complaints.
- Develops and implements strategies to improve section disease surveillance systems and operations.
- Serves as senior technical consultant to HIV/STD Section programs in identifying issues and opportunities to maximize the use of information technology resources for program business processes.
- Conducts monthly IT meetings with section managers to determine and respond to programmatic business needs.
- Maintains a database of section software licenses and coordinates renewals with IT business services staff.
- Researches and compares potential IT solutions to business problems and shares findings with management.
- Facilitates appropriate action regarding information resources, capital authority, health information technology (HIT), and health information exchange (HIE).
- Provides highly advanced technical support to managers to plan, implement, manage, and monitor projects, programs and services related to IT, capital authority, HIT, and HIE.
- Provides guidance to managers in the development and integration of new information technology resources to improve programs.
- Advises and interprets policies, procedures, rules, regulations, and standards of DSHS, Department of Information Resources, Health and Human Services Commission (HHSC), and other relevant agencies.
- Provides project management consultation to project sponsors, works with managers to improve operational efficiency, spearheads quality improvement efforts and special projects as needed.
- Utilizes project management principles to create schedules and detailed plans to complete the project, assembles resources and teams to accomplish tasks, monitors progress, and reports achievement of milestones to section management.
- Works with managers, project sponsors, staff, contractors, and IT development teams to identify, define and analyze business/system requirements.
- Maintains an open issue/resolution list.
- Records and updates project issues and resolutions.
- Follows up frequently with IT staff to ensure resolutions are accomplished.
- Generates requirements, gains approval of stakeholders to ensure that they meet business needs and prioritizes needs to develop the solution.
- Reviews, tests, and implements modifications to automated systems.
- Escalates project issues for executive decisions as necessary.
- Participates on assigned project teams and steering committees.
- Serves as the Team Lead for Privacy Coordinator.
- Report incidents determined to be violations or breach of confidential information.
- Assist with developing, conducting, and updating annual privacy/security training for the DSHS HIV/STD Section and its contractors.
- Ensuring training modules are updated annually to reflect updates from privacy incidents received, changing technology, and federal/state requirements.
- Maintaining privacy/security training tracking procedures for the HIV/STD Section.
- Developing policies, procedures and workflows that address emergent section business needs concerning security and confidentiality.
- Other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
Requirements
- Graduation from an accredited four-year College or university required, with a preference for major course work in a computer science or management information systems.
- At least four years of relevant employment experience may be substituted for the education.
- Two-years experience working in business analysis, systems analysis, project management, or a related field, including gathering, analyzing, and documenting business requirements, system requirements and process design.
