About the Role

The Contract Manager performs highly advanced, senior-level, technical, and consultative work assisting with the oversight of daily operations and grant and contract management activities within the Family Support Services (FSS) division. This position provides leadership and support in grant and contract management by participating in contracting activities such as contract and amendment development, budget oversight, fiscal accountability, contract funding allocation decisions, continuous quality improvement, contract monitoring, and other activities that meet FSS goals and objectives. This role is responsible for large-scale project management and implementation for grants and contract management work within FSS, analyzing grantee and contractor performance, and recommending contract actions for enforcement of terms and conditions.

Responsibilities

  • Serves as the lead in contract management activities, monitors contractor performance, provides technical assistance, and manages close-out of grants and contracts.
  • Monitors contract performance by performance data and applicable contract deliverables.
  • Completes analysis of contractor performance by expenditure data, performance reports, technical assistance and training documentation, and other pertinent data.
  • Coordinates resolution of contractor issues and contract actions.
  • Participates in coordinated on-site reviews for financial and programmatic compliance.
  • Works with pertinent parties to resolve monitoring findings by defining criteria/requirements/processes and recommending appropriate dispositions.
  • Serves as lead budget oversight by negotiating funding allocations, projecting expenditures, monitoring, reviewing, and tracking expenditures.
  • Performs written and oral communication with contractors as the point of contact for contractual accountability activities.
  • Facilitates and ensures delivery of financial and programmatic technical assistance and training with appropriate agency staff and grantees/contractor staff.
  • Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures.
  • Provides responses to inquiries, takes initiative to solve problems, exercises flexibility, and looks for continuous quality improvement opportunities.
  • Manages large-scale grant/contract projects and other special projects for the FSS division related to contract management and fiscal accountability.
  • Serves as subject matter expert related to grant and contract management on assigned workgroups in coordination with internal stakeholders.
  • Prepares special correspondence or reports, analyzes data, and compiles statistical reports using Word and Excel or other word processing and spreadsheet applications.
  • Coordinates and implements changes as new federal and state laws, rules, regulations, and agency policies become effective.
  • May oversee the work of others.
  • Attends work on a regular and predictable schedule.
  • Performs other duties as assigned.

Requirements

  • Minimal supervision required.
  • Extensive latitude for initiative and independent judgment.
  • Must obtain Certified Texas Contract Manager (CTCM) within the first year of employment.
  • Experience managing Human Services grants and contracts.
  • Willing to travel to the office when applicable.
  • Must bring I-9 documentation on the first day of work.

  • Knowledge of state procurement and contract management requirements, regulations, and best practices.

  • Ability to oversee and/or supervise the work of others.
