About the Role

Lead the IRC’s largest programming portfolio, shaping how health care is delivered to people affected by conflict and disaster, including the climate crisis. Provide strategic leadership for a portfolio of over $200 million across 35 countries, covering Primary Health Care, Nutrition, Sexual Reproductive Health and Rights, Environmental and Climate Health, and Immunization. Set global standards for health programming quality, represent the IRC globally, shape the industry, and drive fundraising efforts.

Responsibilities

  • Define and communicate a compelling strategic vision for the IRC’s health portfolio, identifying high impact interventions, core competencies, trends, advantages, and opportunities.
  • Serve as the IRC’s principal technical authority and thought leader in global health, influencing public health internally and externally.
  • Act as a strategic advisor to the IRC President and CEO for external health-related forums.
  • Partner to identify and scale high impact health interventions, ensuring alignment, operational excellence, and measurable outcomes.
  • Advance evidence-based practice through research, learning, and innovation.
  • Anticipate and respond to shifts in the humanitarian and development landscape.
  • Represent the IRC at high levels, engaging with donors, governments, policy makers, and peer agencies.
  • Develop policy positions on global health issues and support the Health Policy Director.
  • Lead strategic fundraising efforts, cultivating partnerships across sectors.
  • Position the IRC as a trusted partner through strategic communications, publications, and global forums.
  • Champion advocacy priorities to advance systemic change for people's health and survival.
  • Act as a visible and values-driven member of leadership teams, contributing to accountable leadership and cross-departmental collaboration.
  • Drive organizational change within TechEx and the Health Technical Unit.
  • Cultivate a high-performance, inclusive culture valuing innovation, accountability, and professional growth.
  • Lead change and transition processes with transparency and empathy.
  • Ensure strategic alignment and disciplined management of health resources, including financial oversight and grant management.
  • Collaborate to ensure integrated, outcome-driven, and evidence-based program models.
  • Align health programming to the strategic vision, phasing out non-strategic programming and scaling evidence-based approaches.
  • Partner to improve efficiency, forecasting, and impact measurement.
  • Strengthen internal systems for agility, accountability, and continuous improvement.
  • Attract, recruit, develop, and retain top technical talent for the Health team.
  • Foster a learning culture that encourages innovation, collaboration, and thought partnership.
  • Mentor and empower emerging leaders within the Health network and across the IRC.

Requirements

  • Globally recognized health leader with deep technical authority and ability to influence at high levels.
  • Proven record of leading complex, globally dispersed teams in matrixed organizations.
  • Established network across global health, humanitarian, and development spaces.
  • Credibility to represent the IRC with donors, governments, normative bodies, and the media.
  • Adherence to IRC Way - Standards for Professional Conduct (Integrity, Service, Equality, Accountability).
  • Commitment to IRC's Safeguarding, Conflicts of Interest, Fiscal Integrity, and Reporting Wrongdoing policies.

Experience Level

  • Minimum 15 years of progressively responsible senior leadership experience in global health, humanitarian health programming or related technical fields.
  • Substantial experience in humanitarian and post-crisis settings.
  • Demonstrated success in strategic leadership, external representation and fundraising.
  • Deep and broad connections across the global health, humanitarian and development spaces.
  • Proven record of driving change, leading complex global teams and navigating matrixed organizations.
  • Deep understanding of the global health landscape.
  • Public recognition among global actors as a global public health professional and authoritative voice.

Education Level

  • Master’s degree in Public Health, Epidemiology, Health Policy or a related field.
  • MD or PhD strongly preferred.

Salary/Compensations

  • U.S. Pay Rate: $240,000 - $300,000
  • UK: £95,000 - £110,000
  • Geneva: CHF 195,000 - CHF 225,000
