About the Role
The Assistant General Manager (AGM) will assist the General Manager (GM) in overseeing all operational aspects of a development/asset, assuming partial operational control in the GM's absence. This role is critical in ensuring maximum performance by all employees and maintaining regulatory compliance.
Responsibilities
- Assist the GM in overseeing all operational aspects at a particular development/asset.
- Assume partial operational control of the asset in the absence of the GM.
- Support the GM with the implementation of regulatory compliance efforts and leasing coordinated efforts.
- Oversee and implement site-specific operational policies and procedures.
- Support and effectively manage on-site LIHTC and/or Section 8 administration and compliance.
- Oversee payroll and paid time off for site-employees, and monitor staff overtime.
- Plan, execute, and enforce site-specific operational policies and procedures.
- Oversight and follow-up on all violations issued by City, State and Federal agencies.
- Procure all vendors, services and necessary materials transparently and in accordance with C&C policies and procedures.
- Ensure spending is aligned with budget projections, and actively review and approve invoices.
- Mitigate and aggregate pre-acquisition Housing Quality Standards (HQS) violations.
- Oversee implementation and effectuation of all resident A/R collections + legal arrears process.
- Oversee rent collection and resident arrears outreach.
- Work with counsel and other parties on tenant arrears, insurance matters and other legal issues.
- Actively pursue tenant arrears and initiate non-payment proceedings.
- Oversee BAEZ (mold survey & remediation) mitigation + reporting process.
- Closely monitor and supervise staff responsible for all required trackers.
- Oversee the coordination with Builders on construction and resident relocation.
- Historical tracking and monitoring of monthly resident outreach notifications.
- Prepare and submit NYCHA related reports by the 5th of each month.
- Work closely with Development + L+M Builders teams as well as interface with related partners, stakeholders and ownerships groups.
- Enact and enforce organizational initiatives/SOPs.
- Closely monitor performance of direct reports and coordinate with HR on progressive disciplinary measures.
- Play a critical role with development team(s) in executing both short- and long-term initiatives/strategies.
- Oversee incident reporting efforts.
- Manage the violation process until completion.
- Oversee and ensure that all CAM charges/allocations, multi-entity cost-sharing allocations, AR/AP, MOR variance explanations, operating and CAPEX budget-preparation are effectively handled.
- Support the leasing team on any/all renewal, lease termination and/or lease negotiations.
- Liaise with Community Affairs to ensure resident feedback is incorporated into property operations.
- Supervise agency-specific regular inspections (i.e. REAC, MOR, API, etc.).
- Collaborate with Asset Management team as well as any/all partners, stakeholders, and co-developers to drive additional value and control expenditures.
- Manage all CAPEX projects.
- Manage retail/commercial operations pursuant to the lease agreements.
- Manage the unit turnover process.
- Strategize and logistically coordinate major projects/initiatives and/or PILOT programs.
- Serve as direct point of contact for Agency Officials/Representatives.
- Coordinate BBRI, OCAF, MU2M efforts.
- Conduct property inspections to verify work performed by maintenance staff and identify areas that may need additional attention.
- Ensure that staff are trained in all required applications and other tools.
- Attend Tenant Association meetings as necessary.
- Work closely with security team on security-related initiatives.
Requirements
- Bachelor’s degree preferred or a combination of work experience, education and professional designations, certifications.
- 3+ years of experience in Property Management Operational role(s) with a college degree.
- 4+ years of experience in direct APM/AGM role at similar scale/scope properties (without a college degree).
- Proficiency in Microsoft Office applications.
- Proficiency in Yardi required.
- Experience in residential housing (market-rate and/or affordable) and regulatory compliance.
- Strong understanding of Building Finance and PM-specific Financial Reporting.
- Strong understanding of Regulatory Compliance (Rent-Stabilization/Fair Housing/Section 8, etc.).
- Building system knowledge required.
- Project management experience required.
- Exemplary customer service skills required.
- Ability to complete tasks/projects on-time required.
