About the Role

Responsibilities

  • Develops subject matter expertise in EMS, fire services, Medicaid financing, reimbursement programs, and public-sector consulting operations.
  • Analyzes and interprets federal and state laws, regulations, policies, and reimbursement methodologies.
  • Monitors emerging federal and state policy developments and evaluates their impact on client programs and operations.
  • Manages or supports the administration of complex state healthcare programs, grant-funded initiatives, provider payment programs, and other public-sector healthcare operations involving multiple stakeholders, funding streams, regulatory requirements, and operational oversight.
  • Leads implementation, operational oversight, and continuous improvement activities for complex healthcare financing, reimbursement, and public-sector programs.
  • Evaluates client programs and develops recommendations to improve operational effectiveness, financial sustainability, stakeholder engagement, and program outcomes.
  • Monitors program performance, identifies operational risks and improvement opportunities, and develops strategies to strengthen program effectiveness and long-term sustainability.
  • Coordinates with state agencies, healthcare providers, managed care organizations, community partners, associations, consultants, and other stakeholders to support successful program implementation, compliance, reporting, and operational performance.
  • Facilitates client meetings, stakeholder discussions, workshops, and presentations.
  • Provides technical assistance, strategic guidance, and practical recommendations based on industry best practices and client needs.
  • Manages day-to-day project activities, client communications, stakeholder coordination, implementation planning, program operations, and deliverable development.
  • Delegates tasks and responsibilities to project team members and provides oversight of assigned work products.
  • Participates in business development, strategic planning, market assessment, relationship management, and sales activities, including opportunity development, conference participation, and thought leadership initiatives.
  • Leads proposal development efforts, including writing technical sections, coordinating contributors, reviewing content, and preparing final submissions.
  • Conducts research and analysis related to healthcare reimbursement, cost reporting, provider assessment programs, ambulance reimbursement, and related public-sector initiatives.
  • Develops and reviews written reports, financial analyses, data analyses, financial models, presentations, recommendations, and other client-facing materials that support client decision-making.
  • Manages or supports statewide and multi-jurisdictional public-sector healthcare initiatives, coordinating among state agencies, providers, associations, consultants, and other stakeholders to achieve program objectives.

  • Bachelor’s degree or 5 years’ experience required and Master’s degree (MPA or government focused MBA) preferred
  • 5+ years of relevant work experience
  • Experience in public-sector consulting, healthcare financing, Medicaid programs, EMS/fire services, reimbursement, state program management, grant-funded initiatives, financial analysis, healthcare transformation efforts, or related fields preferred.
  • Experience managing client-facing projects and developing technical deliverables preferred.
  • Experience leading or supporting state, regional, or multi-stakeholder healthcare programs, including program implementation, provider engagement, operational oversight, or strategic planning efforts preferred.
  • Experience working directly with state agencies, provider organizations, associations, local governments, or other public-sector stakeholders preferred.
