About the Role
Consolidate and analyze the Environment, Climate & Forestry Divisional Operating and Capital Budget. Coordinate financial and administrative services for the Divisional Services area, providing strategic financial advice to management, reviewing financial transactions, and reporting on variances.
Responsibilities
- Provide input for the division's annual budget, utilizing information on operational requirements, staffing, pressures, and adjustments.
- Assist management in administering the assigned budget, offering advice, guidance, and analytical services on budget and financial issues.
- Ensure expenditures are controlled and within approved budget limits by analyzing financial data.
- Implement detailed plans and recommend policies/procedures for program-specific requirements.
- Prepare financial statements and expenditure reports, including capital expenditure reports, variance reports, property reports, Council-initiated special projects expenditure reports, and reserve fund schedules for Senior Management.
- Prepare, analyze, and monitor the division's Operating and Capital budget for the Environment, Climate & Forestry Division.
- Participate in strategic complement planning, including staff complement, and advise on sensitive labour relations matters.
- Analyze budget submissions for conformance to corporate policy and rules, compare with prior years, and identify issues.
- Prepare and analyze the divisional budget, monitoring program expenditures, staffing, and revenues.
- Analyze and investigate budget variances, highlighting relevant financial issues with strategic and operational impacts, and recommend resolution options.
- Monitor in-year operating and capital budget adjustments and position adjustments.
- Participate in the implementation of divisional and corporate budget and financial control systems, accounting, and financial monitoring policies and procedures.
- Ensure compliance with corporate and divisional policies, procedures, guidelines, and City by-laws.
- Cultivate effective working relationships and consult with internal and external stakeholders, other divisions, and the public on programs, services, and cross-divisional strategic planning.
- Make recommendations on opportunities for efficiencies and savings, and prepare budget reduction scenarios.
- Develop and prepare financial reports to advise senior management on the financial status of operating budget items for strategic decision-making.
- Coordinate the preparation of monthly variance forecasts and review budget information for the Divisional Services cluster, reporting on variance explanations.
Requirements
- Post-secondary education in a relevant discipline (e.g., Accounting, Financial Management, Business Administration) or equivalent combination of education and experience.
- Considerable experience in budget control, forecasting, and preparing financial reports and analysis.
- Considerable experience with financial and budgeting processes (Capital or Operating), preparing complex financial budgets, monitoring commitments, and tracking expenditures.
- Considerable experience participating in and operating as a fully accountable member of a multidisciplinary work team tasked with financial oversight of complex projects.
- Experience conducting financial trend analysis and proposing effective strategies.
- In-depth knowledge and understanding of complement management processes and salary cost planning principles.
- Analytical, conflict resolution, and problem-solving skills.
- Ability to communicate effectively, including highly developed communication, presentation, and interpersonal skills.
- Ability to take initiative, work independently, and manage multiple tasks under pressure within tight timeframes.

- Excellent interpersonal skills with the ability to establish effective working relationships with staff, internal and external clients.
- Sound knowledge of accounting principles, maintenance of general and subsidiary ledgers, deployment of control accounts, reconciliation of accounts, and Generally Accepted Accounting Practices (GAAP).
