About the Role

Regulatory Specialty Data and Analytics (RSDA) is a division within the Office of Data, Analytics, and Performance (DAP). RSDA provides analysis, data visualization, and reporting to support Health and Human Services Commission (HHSC) agencies in its stakeholders' operational and decision-making needs. Under the supervision of the RSDA Family Support Services Data Analytics (FSSDA) Manager, the Data Analyst V performs highly complex (senior level) data collection, research, reporting, and analysis to monitor, evaluate, and increase efficiencies for Family Support Services (FSS).

Responsibilities

• Gathering and analyzing requirements, report design and implementation, and ongoing maintenance of existing reports and processes.
• Develop back-end tables and logic to drive reporting.
• Create original programming logic and evaluate/modify existing programs to account for changes in requirements.
• Review work products developed by other analysts.
• Interact with agency Program staff, division managers, and/or other analysts to ensure requirements are met and work products are reviewed and validated.
• Prepare diagrams and logic flowcharts for detailed coding and documentation.
• Interact with staff from other agencies and outside entities for data collaboration, work products, or consultation.
• Participate in system design meetings for new agency initiatives to ensure the agency’s ability to report applicable data.
• Produce concise, comprehensive technical reports presenting findings, identifying alternatives, and recommendations for process improvement.
• Outline solutions to monitor and implement data quality.
• Extracting data from IMPACT, CLASS, PEIRS, IMARC, CAPPS(HR), or other agency databases.
• Designing, validating, and implementing report methodologies for FSS while documenting processes and procedures for technical and non-technical users.
• Developing programming code and report design to ensure user requests are properly translated into useful reports.
• Preparing data for data visualization software products and developing associated dashboards.
• Providing strategic guidance in data system design meetings for new agency initiatives to ensure the agency’s ability to report relevant data.
• Interacting routinely with agency program staff, division managers, and other analysts to provide strategic guidance so requirements are met, and work products are appropriately reviewed and validated.
• Performing quality assurance tasks to ensure the accuracy of reports created by colleagues.
• Providing suggestions regarding systematic changes that will improve data collection and align data infrastructure with business needs.
• Providing routine updates on the status of projects and initiatives.

Requirements

• Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.
• Experience in data analysis, compilation, and reporting work.
• Experience with Oracle, SQL Developer, Toad, Snowflake, or other database development tools.
• Experience with Tableau or other data visualization tools.
• Experience and education may be substituted for one another, up to four years.
• Experience with data and applications related to development of Family Support Services program reports and visualizations is preferred.
• Must pass fingerprint and criminal background check.
• Must bring I-9 documentation on the first day of work.
