About the Role

The Manager, O&P Compliance leads and oversees Operations and Planning (O&P) compliance monitoring activities within NPCC's Compliance Monitoring and Enforcement Program (CMEP). This role is responsible for managing O&P compliance monitoring engagements, supervising staff, supporting risk-based compliance monitoring initiatives, and fostering effective relationships with Registered Entities and ERO Enterprise stakeholders. The Manager assists with the development and implementation of compliance monitoring strategies and programs, oversees the performance and quality of O&P compliance monitoring activities, and ensures compliance monitoring engagements are conducted in accordance with NERC Rules of Procedure, NPCC CMEP processes, and applicable Canadian provincial agreements.

Responsibilities

Leads and oversees O&P compliance monitoring activities, including Compliance Audits, Self-Certifications, Spot Checks, and other CMEP engagements.
Maintains and enhances compliance monitoring processes to align with NERC Rules of Procedure, CMEP guidance, FERC Orders, Canadian agreements, and ERO Enterprise initiatives.
Supports risk-based compliance monitoring through the evaluation of entity risks, internal controls, compliance history, and other relevant risk indicators.
Assists with the development and execution of annual compliance monitoring plans, engagement scopes, and monitoring strategies.
Manages O&P compliance monitoring engagements across the NPCC footprint, ensuring consistency, quality, and adherence to regulatory requirements.
Serves as Audit Team Lead for assigned engagements, providing direction, oversight, and quality assurance throughout the engagement lifecycle.
Reviews compliance monitoring work products and reports to ensure accuracy, consistency, and adherence to NPCC and ERO Enterprise expectations.
Monitors industry trends, emerging risks, and Reliability Standards developments to support continuous program improvement and stakeholder outreach.
Supervises, coaches, and develops O&P compliance monitoring staff, supporting performance management, professional development, and succession planning.
Supports recruitment, onboarding, and staff development activities.
Builds and maintains effective working relationships with Registered Entities, NERC, Regional Entities, and other industry stakeholders.
Provides training, education, and outreach to NPCC staff, Registered Entities, and ERO Enterprise personnel.
Ensures staff compliance with NPCC policies and procedures, including antitrust, conflict of interest, confidentiality, and professional conduct requirements.
Represents NPCC on ERO Enterprise committees, task forces, working groups, and special projects.
Performs other duties and special projects as assigned.

Requirements

Bachelor's degree in Electrical Engineering, Power Systems Engineering, Electronics Engineering, or a related technical field and ten (10) or more years of relevant industry experience; or an equivalent combination of education and experience demonstrating the ability to perform the essential functions of the position.
Minimum ten (10) years of experience in the electric utility industry or a related technical field with experience in one or more of the following areas: Transmission protection system design, testing, and maintenance; Generation protection system design, testing, and maintenance; Transmission operations, generator operations, balancing authority operations, or reliability coordination; Transmission planning and engineering studies associated with NERC TPL Reliability Standards; Energy Management System (EMS) engineering; Supervisory Control and Data Acquisition (SCADA) modeling; Substation design, construction, and maintenance; Transmission line design, construction, and maintenance; NERC O&P Reliability Standards and associated compliance programs; NERC and Regional Entity Compliance Monitoring and Enforcement Programs.
Demonstrated knowledge of NERC Reliability Standards and NERC Rules of Procedure.
Demonstrated experience leading or participating in NERC compliance audits, spot checks, self-certifications, investigations, internal controls evaluations, or related compliance monitoring activities.
Experience evaluating compliance programs, internal controls, risk mitigation practices, or governance processes associated with NERC Reliability Standards.
Ability to analyze compliance monitoring results, identify trends, and develop recommendations and reports for management and industry stakeholders.
Master's degree in Electrical Engineering, Power Systems Engineering, Electronics Engineering, or a related field.
Experience working within a NERC Regional Entity, NERC, FERC-jurisdictional utility, provincial regulatory environment, or other electric reliability regulatory organization.
Experience with risk-based compliance monitoring methodologies.
Experience evaluating and testing compliance-related internal controls.
Experience serving on ERO Enterprise task forces, working groups, standards drafting teams, or industry committees.
Certified Internal Auditor (CIA)
