About the Role
The Director of the Health and Human Services (HHS) Information Technology (IT) Identity and Access Management (IAM) Division is responsible for directing enterprise identity, authentication, access management, provisioning, governance, and identity security services for the Texas Health and Human Services enterprise. This role establishes strategic objectives, policies, standards, procedures, security controls, and technology roadmaps for identity lifecycle management supporting approximately 50,000 users. The position ensures IAM services comply with state and federal requirements, cybersecurity standards, audit expectations, and agency policies, while providing leadership for IAM modernization, identity governance, authentication services, privileged access controls, and automated provisioning.
Responsibilities
- Directs IAM division operations, staffing, contracts, budgets, service delivery, and strategic initiatives.
- Provides leadership to ensure secure, reliable, and efficient identity services for agency users, contractors, vendors, and external partners.
- Ensures identity operations are aligned with agency strategic objectives, cybersecurity requirements, service level commitments, and operational performance expectations.
- Plans, organizes, prioritizes, directs, and evaluates technology, services, resources, and personnel supporting enterprise identity management and provisioning.
- Develops and manages identity governance and provisioning models that deliver secure, scalable, auditable, and efficient access management services.
- Develops and executes strategic and tactical IAM roadmaps supporting identity modernization, workforce identity transformation, governance maturity, multi-factor authentication, passkey deployment, privileged access security, access certification automation, role management, and application onboarding.
- Ensures measurable, data-driven methods are utilized to maintain predictable and reliable service delivery while meeting established service level objectives.
- Directs mission-critical IAM projects, modernization efforts, and enterprise identity security initiatives.
- Oversees evaluation, implementation, integration, and deployment of identity-related software, cloud services, vendor solutions, and supporting technologies.
- Provides oversight for enterprise initiatives involving IAMOnline modernization, identity governance enhancements, automated provisioning, role management, privileged access governance, risk-based access controls, MFA, passkey adoption, authentication modernization, and compliance initiatives.
- Develops operational dashboards, project metrics, service reporting, and identity security performance measures.
- Ensures vendors meet contractual service and operational commitments.
- Advises and collaborates with executive leadership, business units, information security teams, auditors, application owners, vendors, and program stakeholders on IAM services and initiatives.
- Coordinates access management service delivery across internal teams, vendors, and technology partners.
- Ensures services are delivered in accordance with established operational procedures, service level expectations, security requirements, and customer needs.
- Serves as a trusted advisor regarding identity governance, access controls, authentication technologies, and security best practices.
- Leads IAM staff, contractors, vendors, and stakeholders in a collaborative, accountable, and service-oriented environment.
- Builds workforce capability through technical guidance, coaching, leadership development, training, succession planning, and workforce planning.
- Responsible for hiring, performance evaluations, workload assignments, disciplinary recommendations, leave approvals, and employee development initiatives.
- Ensures the organization maintains the skills and capabilities necessary to support future IAM technology and business requirements.
- Defines service levels, operational metrics, staffing models, funding needs, and resource plans for enterprise IAM services.
- Manages divisional budgets, contracts, procurements, and vendor relationships in accordance with HHSC policies, State of Texas requirements, and DIR guidelines.
- Ensures compliance with applicable federal, state, and agency laws, regulations, security standards, audit requirements, procurement policies, and governance frameworks.
- Leads audit coordination efforts and remediation activities related to identity security, access management controls, and regulatory compliance.
Requirements
- Graduate or post-graduate degree with major course work in Math, Science, or Computer Science or a related field.
- At least 10 years of experience leading IT teams in lieu of education would be acceptable.
- Demonstrated experience leading enterprise identity, access management, or identity governance functions in a large, complex organization.
- Selected candidates must be legally authorized to work in the U.S. without sponsorship.
