About the Role

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Project Manager IV. This role leads and coordinates a wide range of operational, strategic, and improvement-focused initiatives within the Provider Services area, which oversees claims processing, payment, appeals, enrollment, and electronic visit verification.

Responsibilities

  • Lead, plan, organize, coordinate, and monitor projects and operational initiatives from initiation through completion.
  • Maintain organized project documentation, process improvement records, meeting records, action items, and project artifacts.
  • Manage the collective portfolio of projects for Provider Services, including selection, prioritization, and oversight.
  • Ensure projects are properly prioritized to align with MCS and Operations Management goals and strategic direction.
  • Support operational excellence initiatives by analyzing workflows, identifying improvement opportunities, and identifying root causes for operational issues.
  • Develop metrics to measure project effectiveness and operational impact of improvement efforts.
  • Facilitate collaboration and communication across operational teams, leadership, policy staff, clinical staff, vendors, and other stakeholders.
  • Perform other duties as assigned to support operational priorities, strategic initiatives, and organizational objectives.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Relevant work experience in project management, operations, process improvement, healthcare administration, public administration, business administration or related field.
  • Experience and education can be substituted for each other on a year for year basis.
  • At least five years of experience managing projects, operational initiatives, or process improvement efforts.
  • Experience with operational improvement, workflow analysis, or organizational performance initiatives.
  • Experience in healthcare, Medicaid, public sector operations, or healthcare administration preferred.

Skills

  • Project management principles, methodologies, and best practices.
  • Operational improvement and process analysis methodologies.
  • Basic statistical and performance measurement concepts.
  • Principles of organizational coordination, stakeholder engagement, and change management.
  • Lean Six Sigma or continuous improvement methodologies.
  • Medicaid, healthcare operations, or public sector operations preferred.
  • Strong project management and organizational skills.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Meeting facilitation and stakeholder coordination skills.
  • Research and information synthesis skills.

  • Develop actionable recommendations and implement solutions.
  • Interpret data and identify meaningful operational trends.
  • Adapt to changing priorities and operational needs.
