About the Role
Turner & Townsend seeks a Cost Manager / Quantity Surveyor for its San Francisco team to support construction cost services across a diverse project portfolio. This role offers exposure to complex, high-profile programs within a collaborative and growing team.
Responsibilities
- Advise clients on strategies, manage vendor prequalification, assess proposals and bids, make recommendations, attend bid interviews, and manage the appointment process.
- Manage estimating services by developing project estimates, reviewing junior team members' estimations, presenting estimates to clients, providing value engineering and risk assessment recommendations, and validating costs with vendors.
- Manage cost reporting by establishing schedules, reviewing cost reports and forecasts, discussing project budgets and spend forecasts with clients, maintaining a commercial risk register, and hosting project team and vendor meetings.
- Manage the cost control process by reviewing payment application assessments, liaising with project managers on contractor entitlements, reviewing change order requests, and utilizing dispute resolution procedures.
- Manage and monitor the invoicing process.
- Benchmark performance against other successful commissions.
- Manage the final accounting process, post-contract audits, and account close-outs.
- Conduct post-contract reviews with clients to develop lessons learned and training materials.
- Develop procedures for project handover.
- Utilize Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software for all duties.
- Adhere to SOX control responsibilities where applicable.
Requirements
- Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related field.
- 3–5+ years of experience in cost management, quantity surveying, or estimating within the construction industry.
- Experience supporting cost management on medium to large-scale construction projects.
- Consultancy experience is strongly preferred.
- Solid understanding of construction methodologies, procurement routes, and value management/engineering principles.
- Progress toward or attainment of RICS (or similar professional accreditation) is a plus.
- Strong communication and stakeholder management skills, with the ability to operate in a client-facing role.
- Eagerness to work across a range of project types and adapt within a dynamic delivery environment.
