About the Role
This role provides business management, governance, and operational oversight for the Bank of England's technology services, acting as a key member of the Technology Leadership Team reporting to the CIO and COO. You will be responsible for the Bank's information technology and computer systems, leading core OCIO disciplines including financial management, supplier management, resource planning, regulatory compliance, and risk management. Building strong relationships with the CIO, TLT, and key partners across the Bank is central to this role.
Responsibilities
- Maintain oversight of the financial performance of the Technology Directorate.
- Support financial and business planning, including budget setting, in collaboration with the finance business partner and CIO.
- Define and monitor key financial, operational, and supplier performance metrics.
- Provide accurate and timely financial information to the CIO and Court.
- Maintain oversight of the Technology Directorate’s strategic supplier management approach.
- Oversee the use of supplier segmentation, account management plans, performance scorecards, and relationship reviews.
- Monitor strategic supplier performance, contractual obligations, service levels, risks, and value delivery.
- Support executive engagement with strategic suppliers to foster long-term partnerships.
- Ensure supplier insight, market intelligence, and third-party risk information inform technology planning and investment decisions.
- Maintain oversight of internal business processes supporting Technology Directorate productivity, service quality, and cost control.
- Evaluate existing business processes and outline improvements.
- Identify opportunities for innovation, automation, and continuous improvement across Technology Directorate operations.
- Oversee the implementation of Bank-wide business process improvement initiatives.
- Maintain oversight of overall headcount within the Technology Directorate to ensure adherence to budget.
- Support the capacity planning process as part of the budgeting and forecasting cycle.
- Ensure change programmes are resourced appropriately.
- Ensure the Technology Directorate complies with external regulatory requirements and internal policies.
- Coordinate the gathering of internal information in response to regulatory requests.
- Collaborate to foster a culture of compliance within the directorate and across the Bank.
- Establish, maintain, and review the Technology Directorate’s risk management framework.
- Support the first line of defence in applying technology risk management tools.
- Assess the adequacy and effectiveness of controls from a technology risk perspective.
- Collaborate to foster a shared understanding of risk.
- Support the management of Technology risks and controls with the TLT.
- Support the management of technology audit activity by coordinating evidence and tracking actions.
- Coordinate the gathering of internal information in response to audit requests.
- Accountable for building knowledge, skills, and best practice within teams.
- Responsible for developing and mentoring a high-performing team of direct reports.
- Responsible for day-to-day management of the team, including defining roles and responsibilities.
- Develop the team through sharing information, coaching, and communicating a clear vision.
- Set clear goals and objectives aligned with team, division, and directorate aims.
- Manage all staff-related matters, including performance, absence, and sickness.
Requirements
- Proven experience and track record of building relationships across business units and with stakeholders.
- Successful leadership experience within a high-performing central operations or COO team, or a comparable technology business management function.
- Established understanding of finance, budgeting, and forecasting.
- Experience using financial insight to support technology investment, supplier, and workforce decisions.
- Established understanding of regulatory compliance, audit management, and risk management in a complex technology or regulated environment.
- Established understanding of internal process management and capacity and demand planning.
- Very strong interpersonal skills at senior levels.
- Proven ability to influence decisions across organisational boundaries.
- Effective communicator, able to create a compelling narrative and inspire people.
- Ability to build trusted relationships at all levels of the Bank.
- Ability to have difficult conversations in pursuit of a common objective.
- Ability to make and recommend difficult decisions.

Salary/Compensations
- London: £90,640 - £101,970
- Leeds: £81,600 - £91,800
