About the Role

This is a provisional to permanent position for current City employees, restricted to those provisionally employed as a Sr. Community Development Specialist I. San Francisco is a dynamic city committed to enhancing the quality of life for its diverse population, and our employees play a vital role in shaping its future.

Responsibilities

  • Perform a variety of activities related to the funding of local projects and programs by the Mayor's Office of Community Development.
  • Participate in program planning, development, project implementation, and evaluation.
  • Review project plans, programs, labor relations activities, and affirmative action goals for compliance with Federal, State laws, regulations, and local policies.
  • Conduct project analyses and recommend operational corrections to comply with contractual requirements and Federal regulations.
  • Develop methods for evaluating the effectiveness of grant-funded projects.
  • Prepare reports and records.
  • Develop and coordinate the preparation of annual work programs and operating budgets for funded entities.
  • Prepare, review, and execute contracts for fund disbursement.
  • Process fiscal payments and provide budgetary control.
  • Conduct on-site visits to monitor projects for contract compliance.
  • Establish and coordinate operational methods and procedures.
  • Recommend project or program modifications to ensure contract adherence and responsiveness to community needs.
  • Collect and evaluate performance data and prepare written evaluation reports.
  • Provide technical assistance, information, and advice to organizations seeking community development funding.
  • Coordinate and streamline project or program implementation with other public agencies.
  • Assist in evaluating and recommending effective program design and operating procedures.
  • Work with the Human Rights Commission to ensure affirmative action goals on construction and rehabilitation projects.
  • Review and recommend physical improvements concerning construction plans and budgets.
  • Meet with agencies, architects, and contractors to outline funding program requirements.
  • Monitor construction progress and process progress payments.
  • Review proposals for community development and/or special project funding.
  • Monitor Redevelopment Agency and Housing Authority projects receiving community development funds.
  • Collect data and prepare reports, memoranda, and correspondence related to the Office of Community Development activities.
  • Perform other duties as assigned.

Requirements

  • Current Provisional Employee in Class 9774- Sr. Community Development Specialist I, who has worked at least 2,080 hours in Class 9774.
  • Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
  • Possession of a baccalaureate degree from an accredited college or university with a major in public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice.
  • Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
  • Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
  • Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
