About the Role

CES is seeking a Junior Field Engineer/Inspector to support a NYCDEP Job Order Contract across Brooklyn, Queens, and Staten Island. This full-time role requires a 40-hour commitment per week for a duration of 12 months. The selected candidate will provide inspection services for multiple Wastewater Resource Recovery Facilities, including associated pump stations and Combined Sewage Overflow (CSO) facilities. The Junior Field Engineer/Inspector will serve as a key liaison between contractors and facility stakeholders, ensuring all construction activities comply with project specifications, safety regulations, and schedule requirements.

Responsibilities

  • Conduct construction management and day-to-day field supervision for BWSO Job Order Contracts (JOCs)
  • Provide full-time inspection services across mechanical, structural, HVAC, and electrical trades
  • Participate in scope development, cost negotiation, and job order issuance
  • Attend joint scope, pre-construction, and kick-off meetings
  • Ensure Site-Specific Safety Work Plans are approved and coordinated with DEP EH&S
  • Coordinate with Office Engineer to update submittal logs and review documentation
  • Confirm required permits are obtained before mobilization
  • Act as the primary liaison between general contractors, subcontractors, and facility representatives
  • Monitor construction activities for adherence to specs, quality, and safety standards
  • Conduct technical inspections and verify daily implementation of quality measures
  • Track progress against construction schedule and initiate corrective actions for delays
  • Assist in managing scope modifications and quantity reconciliations
  • Prepare daily field reports, computations, and photographic documentation
  • Conduct substantial and final inspections; issue punch lists and completion memos
  • Collect and review all administrative close-out documents
  • Assist in processing partial and final payments
  • Perform additional project control duties as required

Requirements

  • Bachelor’s degree in Civil Engineering or Engineering Technology with 3–5 years of relevant experience in building restoration, rehabilitation, or upgrading OR Associate’s degree in Civil Engineering or Engineering Technology with 5+ years of relevant experience
  • Familiarity with industry standards/specifications (NYCDEP, NYCDDC, NYCDOT)
  • Proficiency in Microsoft Office 365
  • Experience managing NYC government projects and Job Order Contracts
  • Knowledge of NYC prevailing wage applications
  • Familiarity with DOB regulations, eGordian, and NYC agency codes
  • Mid-level proficiency in AutoCAD
  • Expert user of Microsoft Excel, PowerPoint, and Adobe Acrobat
  • OSHA-30 certification
