About the Role

The San Francisco Ethics Commission is seeking a Senior Investigator & Legal Analyst to perform and resolve highly complex, sensitive, and detailed investigations. This role is central to developing the Commission’s capacity to identify, investigate, and resolve matters of significant complexity and heightened public harm, including initiating new matters based on self-generated leads. The position specializes in legal analysis and case resolution, including negotiating settlements, drafting probable cause reports, and arguing cases at administrative hearings.

Responsibilities

Conduct complex investigations of alleged violations of ethics, conflicts of interest, campaign finance, lobbying, whistleblower protection, and public disclosure laws.
Develop legal strategy to evaluate allegations, evidence, applicable law, regulations, and policies to determine case resolution strategy.
Communicate with subjects of investigations and their representatives regarding case resolution options and negotiate settlement agreements.
Develop, negotiate, and present written stipulated settlements for Commission consideration.
Prepare probable cause reports, responses to rebuttals, pre-hearing briefs, witness lists and exhibits, motions, and other legal documents.
Present cases before the Executive Director and the Ethics Commission.
Represent the Division before the Commission at administrative hearings.
Assist with the implementation of revised Enforcement regulations and procedures.
Identify potential violations of the law through complaint evaluation and proactive investigative work.
Perform complex, sensitive, and detailed investigative and/or legal research.
Identify and obtain a wide range of information and source documents to elicit factual information and evaluate compliance with laws.
Review and propose improvements to investigative and case resolution processes.
Analyze and evaluate data and information to identify facts and develop evidence-based conclusions.
Collaborate with other Division members to develop investigative strategies and case theories.
Prepare and present investigative reports and make recommendations for investigative outcomes.
Perform administrative and management duties as assigned.
Act as an investigative, enforcement and/or legal resource for other units at the Commission.
Represent the Enforcement Division or Ethics Commission with other city departments or external parties.
Promote knowledge sharing among staff members and assist in cross-training team members.
Establish and maintain effective working relationships with staff, senior management, and external parties.
Maintain confidentiality of sensitive and confidential information.
Supervise and train interns, temporary staff, or other staff on a project basis, as assigned.
Perform other related duties as assigned.

Requirements

Possession of a baccalaureate degree from an accredited college or university.
Three (3) years of full-time equivalent experience performing professional-level analytical work.
Possession of a Law degree is highly desirable.
Prior professional experience planning and performing complex investigations, research, and analysis is highly desirable.
Prior professional experience working on matters involving governmental ethics, campaign finance, lobbying or related areas of government oversight is highly desirable.
Prior professional experience working in an oversight, regulatory, administrative, or law enforcement agency is highly desirable.
Demonstrated ability to plan and complete projects with high quality and on time is highly desirable.
Experience working objectively, efficiently, and effectively under strict deadlines and in highly visible, highly sensitive or highly politicized settings is highly desirable.
Must be willing to forego involvement in all local political activity while a member of the Commission staff.
Must publicly file an annual Statement of Economic Interests (Form 700).

The Division’s investigators are responsible for fully and objectively investigating and resolving potential violations of the law to ensure that those who violate the law are held publicly accountable for their actions.
