About the Role

The Manager, Procurement, plays a central role in supporting the CIB’s procurement activities by providing enterprise-wide process leadership, governance oversight and advisory support to internal stakeholders. This role sits within the Enterprise Legal function and works closely with Finance, Enterprise Risk, IT and business units to ensure procurement activities are conducted fairly, transparently and in compliance with CIB policies, delegated authorities and public-sector best practices. This position is an individual contributor role that requires extensive cross-functional collaboration and influence. The ideal candidate thrives in fast-paced environments and has experience developing and maturing procurement processes within a growing organization.

Responsibilities

  • Act as the central point of contact for procurement-related inquiries and provide practical guidance to employees throughout the procurement lifecycle
  • Support contract owners with procurement planning, sourcing approaches and process execution, including assistance with identifying potential vendors
  • Implement and maintain procurement policies, procedures, tools and templates, ensuring alignment with public-sector principles and best practice approaches
  • Review and challenge procurement approaches and vendor selections, including reviewing permitted exceptions in accordance with the Procurement Policy and delegated authorities
  • Partner with Enterprise Legal to ensure contractual, legal, and risk considerations are appropriately reflected in procurement outcomes and support audit readiness
  • Monitor compliance with procurement-related policies and procedures, including conflict of interest, critical supplier requirements and documentation standards
  • Ensure adherence to delegation of authority requirements for procurement and contract approvals
  • Maintain procurement documentation to support audit, reporting and internal control requirements
  • Identify and escalate material compliance issues or systemic risks in procurement activities as appropriate
  • Oversee the administration and governance of Vendor of Record (VOR) arrangements, including renewals and the onboarding of new vendors
  • Manage the vendor performance evaluation process and monitor patterns of vendor utilization trends to support responsible vendor management practices
  • Support procurement-related financial controls, including monitoring budget utilization associated with contracts and procurement activities
  • Work closely with Finance to support the purchase order process, invoice matching, payment processing and reconciliation of procurement expenditures
  • Oversee the accuracy and completeness of procurement and contract data, including executed contracts and key contract information
  • Administer procurement and contract repositories to support contract tracking and reporting
  • Develop and maintain procurement reporting and key performance indicators, including contract expiry tracking, vendor utilization trends, spend analysis and exemption reporting
  • Prepare regular procurement reports for senior management
  • Identify opportunities to improve procurement processes, controls and reporting to enhance efficiency and transparency

Requirements

  • A post-secondary degree in business administration, supply chain management, public administration, law, finance or a related field, or an equivalent combination of education and experience
  • A minimum of seven (7) years of progressive experience in procurement, sourcing, contract management or procurement governance within a complex organization
  • Demonstrated experience working within a public-sector, broader public-sector or Crown corporation environment, with a strong understanding of public-sector procurement principles such as fairness, transparency and value for money
  • Experience advising stakeholders and supporting procurement processes across multiple business units
  • Strong analytical, organizational and communication skills, with the ability to translate policy and process requirements into practical guidance
  • Proven ability to work independently, exercise sound judgment and manage multiple priorities within a defined scope
  • Experience supporting change initiatives and helping internal stakeholders adopt new processes, standards and ways of working
