About the Role
New York State Homes and Community Renewal (HCR) is seeking a Senior Asset Manager to join the Housing Trust Fund Corporation (HTFC). This role is responsible for the asset management and compliance monitoring of the Agency's existing housing loan portfolio, ensuring properties are managed effectively and comply with all regulatory requirements.
Responsibilities
- Conduct on-site compliance audits and physical inspections for assigned properties.
- Interact with Owners and property managers regarding property operations and management.
- Implement and enforce Agency regulatory requirements for financial reporting, property use, lease analysis, and low-income unit set-asides.
- Develop recommendations to improve the long-term financial and physical health of assigned projects.
- Review financial and operating reports submitted by project owners.
- Prepare field reports, correspondence, and follow-up actions after site visits.
- Maintain Prolink/SHARS/Samis systems, including setting up compliance requirements and importing reports.
- Supervise, train, and mentor a team of asset managers.
- Investigate and determine compliance requirements for projects prior to 8609 issuance.
- Prepare project-specific income limit and rent charts.
- Evaluate and import financial data into project annual risk analyses.
- Work with project owners and managers to develop solutions and strategies for compliance and performance improvement.
- Instruct partners, agents, and staff on proper management practices.
- Perform ongoing project maintenance activities, including review of rent increases and reserve withdrawals.
- Supervise work assignments, field audits, and schedules of the assigned team.
- Assist in other functions of the Statewide Asset Management Unit.
Requirements
- Bachelor’s degree and 4 years of LIHTC compliance experience required.
- LIHTC Certifications required.
- 2 years minimum supervisory experience.
- Ability to establish effective working relationships.
- Excellent oral and written communication skills.
- Strong analytical and organizational skills.
- Four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree.
- J.D. or master’s degree may substitute for one year of specialized experience.
- Ph.D. may substitute for two years of specialized experience.
