About the Role

The Operations Director is responsible for the overall management and supervision of residential facilities, ensuring the needs of residents are met, including their rights, health, safety, and personal outcomes. This role also involves efficient resource utilization, policy adherence, and meeting performance standards, while fostering high performance within teams.

Responsibilities

  • Directly supervises a team of supervisors, providing ongoing training, guidance, and support.
  • Conducts monthly one-to-one support meetings with supervisors.
  • Ensures the rights, health, safety, and personal outcomes of residents are always supported.
  • Leads a culture of ongoing professional development for the team, ensuring staff fulfill training requirements, receive regular performance evaluations, and timely feedback.
  • Reviews requisite documentation for accuracy, thoroughness, and timely filing in accordance with policy.
  • Conducts regular site visits to all programs within the scope of responsibility.
  • Participates in required meetings, councils, and events, including those outside normal business hours.
  • Communicates agency philosophy and administrative decisions to team members in a timely and professional manner.
  • Ensures completion of initial evaluations, monthly observations/feedback, and annual evaluations in all programs.
  • Reviews and submits billing in a timely manner.
  • Reviews residence rosters to ensure accurate authorized hours aligned with program needs and monitors overtime.
  • Ensures and monitors program adherence to set budgets.
  • Conducts basic assurance reviews, including financial reviews and inventory reviews at all programs.
  • Ensures and monitors that all team members obtain/maintain required certifications and trainings.
  • Interviews, hires, develops, and retains high-quality staff.
  • Ensures follow-through on all recommendations and action plans from internal audits and external surveys.
  • Represents the Agency to outside agencies and at functions when requested.
  • Participates in committee meetings as requested.
  • Fulfills essential job functions of supervisors during vacancies and when shifts cannot be covered.
  • Maintains full on-call responsibilities.
  • Ensures all required documentation is completed/processed appropriately, timely, and meets quality and compliance thresholds.
  • Performs other duties as assigned.
  • Communicates respectfully with all individuals.
  • Complies fully with confidentiality policies.
  • Meets all safety training requirements, adheres to safety policies, and reports unsafe conditions.
  • Adheres to FREE’s standard of ethical behavior.
  • Ensures compliance with FREE policies, procedures, and operating standards.
  • Implements a continuous quality improvement process for department services and administrative functions.
  • Assists in the development, implementation, and administration of Human Resources policies and programs, including EEO and Affirmative Action.

Requirements

  • Minimum of two (2) years’ supervisory experience.
  • Experience supervising others providing direct care and supports to individuals with intellectual and developmental disabilities or mental health diagnoses preferred.
  • Three (3) years’ supervisory experience preferred.
  • Must meet one of the following criteria: High School diploma or equivalent required, Education Agreement to complete the DSP Micro Credential levels I, II, and III OR earn a college degree from an accredited program.
  • Minimum of five (5) years’ experience working with individuals with disabilities and/or mental health disorders OR Bachelor’s degree in human services or a related field required.
  • Minimum of two (2) years’ experience working with persons with developmental disabilities and/or mental illness.
  • Demonstrated competency in all state, local, federal regulations and agency policies relevant to the operation of all certified/uncertified agency locations.
  • Ability to be on call and work a flexible schedule based on needs of the program.
  • Valid driver’s license and satisfy criteria to be a driver for the organization required.
  • No convictions for crimes that preclude a person from working with members of a vulnerable population.
  • 18 years of age or older.
  • Employee is required to sit, walk and stand for prolonged periods of time (at least 8 hours).
  • Employee is required to effectively communicate both verbally and in writing.
  • Employee is required to operate standard office equipment such as computers, phones, photocopiers, fax and filing cabinets.
  • Employee might be required to lift/move light items.
