About the Role

This is a critical global leadership role responsible for supporting and executing the strategy, governance, engineering capability, delivery roadmap, and transformation portfolio for Pacific Life Re's infrastructure estate across the UK, North America, Asia, and Australia. The role provides leadership across infrastructure engineering, cloud and hosting platforms, networks, identity services, operational resilience, and technology delivery, while driving the development of scalable, secure, customer-centric, and operationally efficient services. The successful candidate will serve as the primary interface between Pacific Life Re and Pacific Life's US Infrastructure and Operations organizations, establishing greater alignment, governance, tooling, vendor strategy, standards, and processes. The position is accountable for leading significant infrastructure and service transformation programs, strengthening the overall technology risk posture, and building a high-performing global engineering organization.

Responsibilities

  • Define and maintain the global infrastructure strategy and multi-year technology roadmap for Pacific Life Re.
  • Develop future-state infrastructure capabilities supporting business growth, regulatory obligations, operational resilience, and technology modernization.
  • Support long-term infrastructure planning across cloud, hosting, networking, workplace technologies, identity services, and operational platforms.
  • Ensure infrastructure investments are aligned to business and enterprise priorities.
  • Working alongside Pacific Life US develop lifecycle and refresh strategies for infrastructure services and technology platforms.
  • Own the PL Re global portfolio of infrastructure programmes, projects, and transformation initiatives.
  • Provide governance and executive oversight for infrastructure delivery activities from concept through implementation and transition into support.
  • Lead infrastructure modernisation initiatives including cloud adoption, datacentre transformation, automation, and platform standardisation.
  • Manage priorities, dependencies, risks, and resource allocation across multiple infrastructure workstreams.
  • Ensure successful business adoption and operational readiness of delivered solutions.
  • Lead infrastructure engineering functions across compute, cloud, networking, hosting, identity, and endpoint technologies.
  • Drive automation, standardisation, and continual improvement initiatives across the technology estate.
  • Promote engineering best practices and continuous innovation.
  • Ensure technology solutions are scalable, supportable, secure, and resilient by design.
  • Act as the primary Pacific Life Re representative into Pacific Life's Infrastructure and Operations leadership community representing PL Re’s priorities, influencing enterprise roadmaps and ensuring service outcomes that meet divisional needs.
  • Drive alignment of infrastructure standards, governance, tooling, operating procedures, and strategic direction across the enterprise.
  • Establish effective governance forums and reporting structures for infrastructure services alongside architecture governance forums, design standards, patterns, technology roadmaps, and exception management.
  • Ensure Pacific Life Re adopts enterprise capabilities and standards where appropriate while balancing divisional business requirements.
  • Provide thought leadership and influence enterprise-wide infrastructure strategy discussions.
  • Provide leadership and oversight for enterprise functions servicing PL Re, including Networks, cloud infrastructure, datacentre and hosting, identity and access management, infrastructure monitoring, and automation platforms.
  • Develop strong relationships with business and technology leaders across Pacific Life Re and Pacific Life.
  • Act as a trusted advisor on infrastructure capabilities, risks, opportunities, and investment decisions.
  • Translate business requirements into sustainable technology solutions and roadmaps in partnership with Enterprise Architecture.
  • Support executive governance forums, steering committees, and investment discussions.
  • Communicate complex technology topics clearly to technical and non-technical stakeholders.
  • Manage infrastructure budgets and forecasts.
  • Ensure technology investments deliver measurable business value.
  • Lead strategic technology vendor and partner relationships.
  • Negotiate and manage infrastructure-related contracts and commercial arrangements.
  • Drive cost optimisation initiatives while maintaining service quality and resilience.
  • Lead, mentor, and develop a high-performing PL Re global infrastructure organisation.
  • Create a culture of accountability, ownership, collaboration, and continuous improvement.
  • Build leadership capability and succession plans across the team.
  • Ensure organisational capability aligns with future technology requirements.
  • Support talent attraction, retention, and professional development initiatives.
  • Ensure infrastructure services meet agreed security, resilience, and availability objectives.
  • Sponsor business continuity, disaster recovery, and operational resilience programmes.
  • Work closely with Technology Risk, Security, and Audit teams.
  • Ensure infrastructure risks are appropriately identified, assessed, and managed.
  • Maintain compliance with internal policies, regulatory requirements, and control frameworks.

Requirements

  • Extensive experience leading infrastructure functions within a global organisation.
  • Proven success delivering large-scale infrastructure transformation and modernisation programmes.
  • Significant leadership experience managing engineering and infrastructure teams.
  • Strong understanding of cloud, hosting, networking, endpoint, infrastructure, and identity technologies.
  • Experience operating within complex, regulated environments.
  • Demonstrated ability to engage, influence, and collaborate at executive leadership level.
  • Strong financial management, budgeting, and vendor management experience.
  • Excellent communication, stakeholder engagement, and organisational leadership skills.
  • Financial Services, Insurance or Reinsurance industry experience.
  • Experience working within global or federated technology operating models.
  • Strong understanding of Microsoft Azure, Microsoft 365 and hybrid cloud environments.
  • Knowledge of enterprise governance frameworks including ITIL, COBIT and Operational Resilience principles.
  • Relevant technology, programme management or leadership certifications.
