About the Role

Join one of the most diverse and innovative engineering design teams within the transportation sector. The Civil & Environmental Engineering unit provides engineering planning and design services throughout the Agency, coordinating with external stakeholders. This role involves providing engineering design services for complex projects, including highway/roadway design, site design, hydraulic modeling, stormwater management, utilities, airside design, passenger rail, or freight rail design. Responsibilities include preparing reports, design documents, and drawings in AutoCAD, and serving as a technical lead.

Responsibilities

  • Produce quality civil engineering design services conforming to applicable design standards, guidelines and codes.
  • Prepare contract documents consisting of drawings, technical specifications and construction cost estimates.
  • Produce biddable and constructible contract drawings meeting the scope.
  • Prepare the civil engineering scope of work and budget for projects or studies.
  • Provide guidance and direction to junior staff in engineering design approach and civil infrastructure.
  • Perform site inspections at the Agency’s facilities.
  • Prepare RFP scope of work and independent staff cost estimate for professional Engineering services to be performed by a consultant.
  • Development of preliminary conceptual design work and planning for Capital Projects and Major Work Programs.
  • Providing the client departments with design alternatives and associated costs, for future planning and funding of projects.
  • Overseeing design team including consultant engineers, junior engineers and CAD personnel in the preparation of engineering drawings.

Requirements

  • Bachelor's Degree in Civil Engineering from an ABET accredited engineering college or university.
  • Minimum of eight (8) years of professional engineering experience in design for civil infrastructure, including airfields, stormwater and sanitary sewer collection systems, water distribution systems, roadway design, pavements, or trackwork.
  • Working knowledge in Civil 3D software application.
  • Proven ability to lead, manage, and prioritize multi-disciplinary engineering assignments.
  • Demonstrated experience in problem solving, negotiations and conflict resolution to effectively reach sound conclusions and recommendations.
  • Effective verbal and written communication skills.
  • Excellent organizational skills with the ability to prioritize and work efficiently and independently.
  • Demonstrated experience in leading project teams in the preparation of engineering designs, including preparation of proposals, design coordination, schedule reporting, budget reporting and briefing senior staff.
  • Experience in preparing scope of work and design criteria for all projects involving consultants and auditing of consultants’ design and progress.
  • Professional Engineer’s License in the State of New York or the State of New Jersey.
  • Valid driver's license.
