About the Role

The Engineering Technologist Technician 1 will be a member of the team responsible for operations and maintenance, rehabilitation, construction, asset management and infrastructure planning related to the Toronto Water trunk sewer system, municipal construction, and infrastructure in the stream valley erosion control program. The incumbent will provide mechanical/electrical technical support and interact with various internal and external stakeholders.

Responsibilities

Administers, prepares, and coordinates requirements and reviews designs, reports, specifications, and permits for Toronto Water projects.
Prepares tenders and administers contracts for municipal infrastructure installation, construction, repair, and rehabilitation, focusing on mechanical and electrical components.
Conducts investigations and studies for proposals, programs, applications, and projects related to Divisional Operations Services, with an emphasis on mechanical and electrical work.
Performs field inspections and assessments of facilities and assets, including root cause analysis and automation process control, in various challenging environments.
Assists Engineers, Specialists, and Supervisors with technical and project work, operations and maintenance, and job site problems related to mechanical, electrical, process control, and instrumentation systems.
Provides technical support for the planning, design, modification, tendering, evaluation, assembly, integration, construction, and inspection of municipal infrastructure, with an emphasis on mechanical and electrical components.
Assists with budget preparation and tracking of project expenditures.
Leads projects and provides work direction to staff.
Prepares draft documents, contracts, specifications, and agreements.
Conducts research and reports on new technical developments and practices in mechanical, electrical, or process control systems.
Programs, operates, and maintains various mechanical, digital, analogue, wireless, and computerized equipment and systems.
Develops, maintains, and monitors programs and systems.
Performs design work and prepares/checks data using CADD input.
Checks consultant/contractor/internal staff work for completeness, accuracy, and adherence to City standards.
Performs and/or monitors tests and submits results for analysis.
Liaises with internal and external stakeholders regarding Divisional Operations Services work.
Represents the City at meetings with internal stakeholders, external agencies, and public groups.
Prepares and updates instructions, procedures, templates, SOPs, and training materials, and conducts demonstrations.
Performs condition assessments of Divisional Operation Services infrastructure.
Uses the City’s work management and asset management systems.
Performs and/or reviews research, conducts studies/calculations, and analyzes technical data.
Prepares and responds to inquiries from the public, consultants, contractors, and staff.
Prepares, reads, and interprets technical drawings, field measurement data, and notes.
Searches, evaluates, and analyzes existing records, notes, and plans.
Procures goods and/or services as required.
Performs general Engineering work as assigned.

Requirements

Graduate of a recognized College Engineering Technologist Program in Mechanical, Electrical, Mechatronics, or Industrial Engineering, or equivalent combination of education and experience.
Experience in writing, reviewing, and interpreting technical reports, drawings, and plans.
Experience performing calculations and making recommendations.
Experience utilizing computer software programs such as CADD (AutoCAD, Microstation), MS Word, Excel, and PowerPoint.
Considerable experience applying the principles and practices of Mechanical, Electrical, Mechatronics, or Industrial Engineering to municipal water and wastewater infrastructure.
Must possess and maintain a valid Province of Ontario “G” Driver’s License and be able to obtain a City Driver’s permit.

Skills

Excellent verbal and written communication skills.
Strong ability to work as a team member and independently.
Knowledge of wastewater collection system processes, procedures, and equipment.
Knowledge of mechanical equipment (pumps, valves, actuators, gates, stop logs, motors).
Knowledge of instrumentation equipment (flow meters, gas detectors, sensors).
Knowledge of electrical equipment (breakers, switchgears, transfer switch, transformers, generators).
Ability to work in confined spaces, underground, at height, and in various challenging environmental conditions.
Ability to assist with FAT and SAT tests, prepare reports, and deliver results clearly.
Understanding of Civil Engineering theories, methods, principles, practices, and construction methods, with an emphasis on hydraulics, structural, and infrastructure condition assessments.
Knowledge of electrical codes and standards (TSSA, ESA, NFPA).
Knowledge of relevant legislation including the Occupational Health and Safety Act, Construction Act, Ontario Water Resources Act, Environmental Assessment Act, Environmental Protection Act, Conservation Authority Act, Federal Fisheries Act, Source Water Protection Act, Clean Water Act, and Safe Drinking Water Act.
Knowledge of City of Toronto Technical Standards and Ontario Provincial Standards.
Extensive working experience with computer application software including Microsoft Office Suite, CADD (AutoCAD & MicroStation), GIS (ArcMap), and work order systems (Avantis, Hansen, Trimble).
Knowledge and experience of procurement and purchasing procedures, project management of construction contracts, and requests for proposals.
Ability to conduct pilot projects, investigate new technologies, and implement new initiatives.
Demonstrated ability to manage multiple assignments and conflicting priorities.
Ability to provide work coordination to other staff.
Ability to plan, prioritize, organize, and conduct work with minimal supervision.
Knowledge of other related disciplines of engineering is an asset.
Experience and knowledge of condition assessment and root cause analysis for mechanical and electrical infrastructure, and automation process control.
Experience in providing customer service to a broad range of stakeholders.
Membership or eligibility for membership in the Ontario Association of Engineering Technicians and Technologists is an asset.
