About the Role
This role involves performing a variety of accounting duties, including reviewing, analyzing, and reconciling ledger accounts, preparing financial statements and reports, and maintaining a cost control system. The position requires strong analytical, problem-solving, and communication skills, with the ability to work independently and as part of a team.
Responsibilities
- Perform accounting duties such as reviewing, researching, analyzing and reconciling ledger accounts.
- Set up and maintain expenditures and revenue working papers, spreadsheets and reconciliation to general ledger.
- Prepare financial statements and statistical data reports for departmental capital and current projects.
- Review, analyze and reconcile encumbrances, budget variance reports and cost detail records related to departmental capital and current projects.
- Reconcile and monitor capital/current projects and recoveries.
- Maintain a Cost Control System including subsidiary records relating to departmental capital and current projects.
- Prepare monthly departmental financial statements and other financial information for Divisions, Provincial and Federal Government.
- Prepare and calculate subsidy claims, ad hoc financial and statistical reports to the Provincial and Federal Government.
- Perform calculations to process period end accruals for expenditures.
- Prepare working papers and process period end and year end closing entries.
- Review financial system reports and take action as required.
- Analyze and reconcile account balances.
- Prepare, review, and post journal entries.
- Review General Ledger expenditure accounts, process reclassification and reallocation adjustments, and reconcile expenditures.
- Prepare statements for reporting to management and divisions.
- Analyze monthly budget variances.
- Provide assistance on accounting and financial related matters to the divisions as requested.
- Liaise between divisional operations and Finance Department to resolve complex vendor payment issues, review and conduct critical account reconciliations.
- Provide financial analysis, claims and other information to the divisions.
- Create/execute ad hoc financial system reports for analysis purposes.
- Liaise with Finance Department for processing vouchers, retrieving documents and dealing with other accounting related issues.
- Assist on projects and assignments.
- Monitor Provincial statutes and regulations, City by-laws and/or Council direction, and agreements for any changes.
- Coordinate data with City, Provincial and Federal Auditors.
Requirements
- Completion or present enrolment towards completion of a professional accounting designation and/or an equivalent combination of education and senior experience in accounting.
- Extensive experience in financial accounting and/or financial reporting in public or private sector.
- Considerable experience in the analysis, investigation and processing of transactions relating to accounts payable.
- Considerable experience analyzing financial data and preparing financial reports.
- Considerable experience using office systems including Microsoft Office Suite: Word, Excel and PowerPoint.
- Considerable experience using SAP or an equivalent financial information system.
- Advanced knowledge of current accounting procedures and techniques pertaining to the function, with a strong working knowledge of SAP financial system.
- Excellent customer service and interpersonal skills with the ability to establish and maintain effective working relationships with all levels of staff and public.
- Strong verbal and written communication skills and the ability to communicate effectively and deal professionally and tactfully with members of Council, all levels of staff and public.
- Strong analytical and problem-solving skills.
- Ability to prepare detailed correspondence, memoranda, summaries, statements, and documentation requiring the interpretation and application of a wide range of administrative accounting practices.
- Ability to provide work direction and training to accounting staff.
- Ability to exercise independent judgement and discretion in dealing with confidential matters.
- Ability to work overtime as required to meet deadlines.
- Ability to perform complex detailed computations and calculations.
- Ability to plan, organize and manage work independently with minimal supervision and co-operatively as a member of a team.
- Working knowledge of Financial Control and Municipal Codes.
