About the Role

This role involves surveying, inspecting, and evaluating Ambulance Services and/or ambulance and rescue vehicles to ensure compliance with state regulations. The position provides guidance and consultation to improve service quality, assists in EMT training programs and licensing examinations, and supports the Division's data collection and regulatory processes.

Responsibilities

• Conduct inspections of ambulance and rescue vehicles to ensure adequate standards and compliance with state regulations for licensure.
• Prepare inspection report forms detailing findings, deficiencies, and discrepancies.
• Conduct follow-up inspections to ensure correction of deficiencies.
• Interact with emergency service personnel to explain deficiencies and recommend solutions.
• Provide general information regarding related regulations and division services.
• Make recommendations to the Division Chief on service and vehicle conformance with license requirements.
• Assist in the development, maintenance, and conduct of EMT training courses.
• Assist in the development and modification of protocols for emergency medical technicians.
• Assist in the preparation and planning of prehospital care components for disaster and mass casualty contingency plans.
• Assist with the data collection program, including scanning reports, developing specialized reports, and record keeping.
• Assist in proctoring and administering state licensure examinations for emergency medical technicians.
• Assist in the conduct of complaint investigations related to prehospital emergency care.
• Participate in enforcement case preparation and proceedings.
• Assist in the acquisition of court materials and other data for licensure.
• Assist in the development and execution of statewide plans to improve ambulance and rescue services.
• Assist in the preparation and/or revision of laws, rules, regulations, policies, or procedures related to emergency medical services.
• Provide staff support to assigned EMS-related committees.
• Provide liaison between the Division and other agencies participating in health care programs.
• Participate in ongoing Quality Assurance Programs.
• Attend meetings, conferences, and workshops.
• Conduct investigations of complaints involving EMS agencies, licensed EMS professionals, and EMS system compliance.
• Review clinical and operational records.
• Support regulatory enforcement activities.

Requirements

• Thorough knowledge of state and federal laws and regulations for licensing, regulating, and inspecting emergency service vehicles and operations.
• Ability to interpret and apply laws, rules, and regulations during inspections.
• Working knowledge of principles and practices in prehospital emergency medical care delivery.
• Ability to develop methods for evaluating prehospital emergency care services and programs.
• Ability to provide guidance and consultation to ambulance services and providers.
• Ability to participate in studies related to health care program planning and development.
• Ability to prepare reports with findings, conclusions, and recommendations.
• Ability to speak effectively before groups and communicate well with others.
• Ability to establish and maintain effective working relationships.
• Ability to operate a motor vehicle.
• Possession of a current and valid license as an emergency medical technician at the level of an ambulance technician (EMT-A) or higher in the State of Rhode Island.
• Possession of a current and valid Rhode Island Motor Vehicle Operator’s License.

Experience Level

• Minimum of five years full-time or equivalent part-time experience as an EMT in a prehospital setting and/or hospital emergency department setting.

Education Level

• Bachelor’s Degree in Social or Behavioral Sciences or Health Sciences, or a closely related field.
• Any combination of education and experience substantially equivalent to the above.

Salary/Compensations

• $59,609.00 - $68,182.00
