About the Role
Pritchard Industries is seeking to hire a Project Manager to oversee, coordinate, and supervise comprehensive Vendor Management Services for two major NYC institutional facilities totaling over 100,000 sq. ft. each. The Project Manager will serve as the primary on-site and operational point of contact for the New York City Administration for Children's Services (ACS). You will be responsible for overseeing subcontracted vendors, managing mechanical, electrical, and plumbing (MEP) systems, driving preventative maintenance and cost-avoidance strategies, maintaining strict regulatory compliance, and ensuring 24/7/365 continuous operational readiness across both properties.
Responsibilities
- Supervise, inspect, and coordinate the performance of all subcontracted vendors.
- Ensure all vendor work complies with manufacturer recommendations, NYC EPP standards, and applicable NYC/NYS laws.
- Direct competitive procurement for third-party services: solicit and document a minimum of 3 written estimates for purchases over $15,000 and conduct market research for purchases between $5,000 and $15,000.
- Coordinate with other city-engaged contractors to prevent work interference or operational friction.
- Manage off-site and on-demand building engineering services for MEP, elevator, generator, HVAC, lighting, and fire/safety systems during normal business hours.
- Dispatch emergency response staff on-site within 1 hour for any off-hours system operational failures.
- Conduct an annual Property Analysis and execute an ACS-approved Cost Avoidance & Preventative Maintenance Program.
- Oversee hot/cold water chemical treatments, sanitation, and boiler feed water pH levels in compliance with OSHA MSDS guidelines.
- Implement and manage an Indoor Air Quality (IAQ) program, including annual IAQ reporting, biennial facility inspections, and rapid air testing within 24 hours of suspected issues.
- Review, update, or create Emergency Action Plans (EAPs) and evacuation procedures annually.
- Ensure compliance with all FDNY and NYC Department of Buildings (DOB) regulations.
- Support, coordinate and document required emergency drills.
- Maintain comprehensive daily operating logs, physical inventory controls, warranty files, and a dedicated maintenance library.
- Monitor security surveillance system operability and report status summaries to ACS.
- Prepare and present reports for oversight entities upon request.
- Implement and maintain ACS-approved Facility Management Software systems.
- Enforce compliance with NYS Labor Law Sections 220 / 231 (Prevailing Wage / Living Wage regulations).
- Ensure all site workers complete 10-hour OSHA construction safety certifications, display laminated photo ID badges, and sign daily sign-in logs.
- Submit detailed monthly expense reports, payroll certifications, and original payroll transcripts to ACS.
- Promptly investigate and submit full written reports on non-compliance notices, accidents, claims, or significant facility incidents within 24 hours.
Requirements
- At least 5 years of experience providing vendor/facilities management services for commercial or institutional properties, each measuring no less than 100,000 square feet.
- Strong technical background in commercial MEP systems, elevators, fire alarm/suppression systems, and facility management software.
- Thorough working knowledge of NYC Department of Buildings (DOB), FDNY, OSHA standards, and NYC Environmentally Preferable Purchasing (EPP) guidelines.
- Demonstrated expertise in managing NYS Labor Law (Section 220 & 231) prevailing wage compliance, certified payrolls, and reporting.
- OSHA 10-Hour Construction Safety Certification (or higher) required.
- Flexible schedule required to manage 24/7/365 coverage and respond on-site to emergency situations within 1 hour.
- Demonstrated capability in executing competitive bidding (Best Value framework), invoice auditing, and budget/cost-control management.
- Exceptional written and verbal communication skills for interfacing with municipal government clients, labor reps, and oversight agencies.
