About the Role
The Department of Information Resources (DIR) requires two Business Analyst 3 professionals to support a major system modernization project for a new Medicaid application. The role involves providing project and product oversight for Medicaid IT-Contracted Systems efforts, integrated projects, and supporting dependent efforts. Responsibilities include supporting and overseeing documentation and delivery of application functionality, and assisting in creating processes and documentation for a consistent understanding and approach aligned with agency direction for an integrated solution.
Responsibilities
- Coordinate with outside vendors to complete projects and service requests; and define, assign, and evaluate their work
- Develop and/or review of project artifacts such as test cases, requirements documentation and traceability, design and technical specifications
- Consult on the analysis of a system, troubleshoot problems, and support solution implementations
- Manage a project’s scope, acceptance, and deployment, and monitor system integration and user acceptance testing
- Identify a project’s potential risks and difficulties and design strategies to mitigate or avoid them
- Perform the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas
- Experience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle
- Working in an Agile environment (preferably SAFe)
- Experience using Microsoft products, such as MS Office, SharePoint, and Copilot
- Demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions
- Experience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems
- Experience updating portfolio project management tools and management of state level major information resource project information
Requirements
- 8 years of experience coordinating with outside vendors to complete projects and service requests; and define, assign, and evaluate their work
- 8 years of experience developing and/or reviewing of project artifacts such as test cases, requirements documentation and traceability, design and technical specifications
- 8 years of experience consulting on the analysis of a system, troubleshooting problems, and supporting solution implementations
- 8 years of experience managing a project’s scope, acceptance, and deployment, and monitoring system integration and user acceptance testing
- 8 years of experience identifying a project’s potential risks and difficulties and designing strategies to mitigate or avoid them
- 8 years of experience performing the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas
- 3 years of experience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle
- 3 years of experience working in an Agile environment (preferably SAFe)
- 3 years of experience using Microsoft products, such as MS Office, SharePoint, and Copilot
- 3 years of demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions
