About the Role

The International Rescue Committee (IRC) is seeking a consultant to develop a strategic analysis and practical roadmap for engaging with the EU's Global Gateway strategy. This role will focus on ensuring the Global Gateway delivers benefits for populations in fragile contexts, translating analysis into donor-ready concept notes, and building internal capacity within IRC country programs.

Responsibilities

• Develop a strategic analysis and practical roadmap outlining IRC's role in the Global Gateway.
• Translate analysis into donor-ready concept notes for priority opportunities.
• Build internal capacity for IRC country programs and technical teams to engage with the Global Gateway.
• Review IRC's programmatic expertise against Global Gateway and EFSD+ priorities.
• Identify geographies with the closest fit between IRC programs, client needs, and Global Gateway opportunities, focusing on FCAS contexts.
• Map the relevant institutional landscape, including key decision-makers and initiatives.
• Outline a prioritized action plan for IRC to secure engagement and funding through the Global Gateway.
• Develop 3-5 concept notes articulating specific, financeable interventions for fragile or last-mile populations.
• Design and facilitate a hybrid workshop for IRC staff on the Global Gateway architecture and relevant EU funding.
• Provide practical guidance on entry points, consortium-building, and the EU procurement and grant landscape.
• Produce a concise reference guide for country-level engagement with EU Delegations.

Requirements

• Deep familiarity with the EU Global Gateway architecture, including EFSD+, Team Europe Initiatives, the Global Gateway Investment Hub, and DFIs.
• Solid understanding of the humanitarian-development-peace nexus and challenges/opportunities in FCAS contexts within Global Gateway and NDICI-Global Europe frameworks.
• Demonstrable experience working with or alongside INGOs or humanitarian agencies.
• Proven track record of developing successful funding proposals, concept notes, or investment cases for EU instruments.
• Established relationships within the Brussels EU ecosystem (DG INTPA, EU Delegations, DFIs).
• Strong analytical and writing skills, with the ability to translate complex information into clear, persuasive documentation.
• Experience designing or evaluating blended finance structures, EFSD+ guarantees, or investment facilitation mechanisms in humanitarian or fragile contexts (Highly Desirable).
• Prior engagement with the Global Gateway Civil Society and Local Authorities Advisory Platform, CONCORD, or equivalent (Highly Desirable).
• Familiarity with IRC's programmatic model, Watchlist countries, or comparable experience with a leading humanitarian INGO (Highly Desirable).
• Experience facilitating multi-stakeholder workshops or capacity-building sessions on EU funding architecture (Highly Desirable).
• Adherence to IRC Way - Standards for Professional Conduct, including Safeguarding, Conflicts of Interest, Fiscal Integrity, and Reporting Wrongdoing and Protection from Retaliation.
